Enlisted Detailing

 
Enlisted Detailers execute assignment actions for all active and training administration of reserve Navy enlisted personnel.  Detailers maintain personalized liaison with individual Sailors and actions are completed in alignment with policy.  Additional functions include:
  • Help sailors navigate their career path by advising them on potential assignments, special programs, and necessary qualifications to reach their career goals.
  • Balance the Needs of the Navy with a Sailor’s personal preferences.
  • Nominate Sailors for sea or shore special programs.
  • Ensure critical positions within the Navy are filled with qualified personnel.
  • Select Sailors for billets and issue permanent change of station orders.
  • Execute actions to support billet-based advancement.

 

Preparing for Order Negotiation

15-months prior to entering the order negotiation window, Sailors must update their contact information, submit their assignment preferences and update their resume in MyNavy Assignment (MNA).  Sailors are encouraged to communicate with their Detailer to set their negotiation expectations.
 

Order Negotiation

12-months prior to their projected rotation date (PRD), Sailors are encouraged to apply for up to seven applications per MNA cycle.  If advancement eligible, Sailors may apply for billets in the next higher paygrade.  
 

Career Needs of the Individual 

Detailers are mindful of selections in MNA to ensure each applicant’s career experience is taken into consideration.  These different decision points include re-utilizing NEC’s, platform experience as well as choosing the right Sailor based on evaluation recommendations.  For advancement opportunities the Sailor Scoring Criteria (SSC) is used to determine which Sailor will be selected for a billet.  If the Sailor with the highest score is not eligible for the billet, the Sailor with the highest score that is qualified for the billet will be selected.   
 

Desires of the Individual

While, every Detailer strives to select Sailors for their number one preference, operational priorities and Sailor desires do not always align.  Careful consideration for every detailing situation is applied to every decision that impacts the Sailor and the command with a valid billet requirement.
