Sexual abuse and sexual harassment is a criminal act that is absolutely incompatible with the today’s core values, high standards of professionalism, and personal discipline. The Naval Consolidated Brig (NAVCONBRIG) Charleston maintains a zero-tolerance policy approach in all cases of sexual abuse and sexual harassment in accordance with the United States Department of Justice (DOJ), Bureau of Justice Statistics, PREA Standards for Prisons and Jails. It is the goal of the brig to eliminate sexual abuse and sexual harassment incidents that impact staff, contractors, volunteers, interns, and prisoners. To reach this goal, the brig has established a standardized and effective sexual assault prevention and victim assistance program at the command level that meets mandated reporting requirements without unduly compromising victim confidentiality or safety, or generating fear of reprisal; and will provide education to staff, contractors, volunteers, interns, and prisoners on socially responsible standards of behavior and factors that contribute to victimization.
It is NAVCONBRIG Charleston's policy to ensure that allegations of sexual abuse, sexual harassment, or any form of sexual misconduct are referred for investigation to an agency with the legal authority to conduct criminal investigations, unless the allegation does not involve potentially criminal behavior. The agency that conducts criminal investigations is the Naval Criminal Investigation Service (NCIS). Administrative investigations are processed internally at the confinement facility. The NAVCONBRIG Charleston is subject to an external audit by a DOJ certified auditor to ensure compliance with all of the required PREA Standards. Rape or any form of sexual misconduct is not part of any sentence or confinement and the facility encourages any and all forms of reporting, to include prisoner family members and representatives, in confidence or anonymous, to the following agencies, community-based, or outside organizational resources:
