Due to a Google Chrome update, some users may experience an error to the enclosures list on the cover page for an ESSBD Letter to the board. The attachments are included but not shown on the cover page. To circumvent this issue, users should submit an ESSBD Letter to the board using Microsoft Edge in IE compatibility mode. Per NAVADMIN 220/19, if unable to submit letters to the board (LTB) via ESSBD, please submit via encrypted e-mail to HRSCSELBOARD@us.navy.mil or send via postal mail or other commercial mail delivery service (FedEx, UPS, DHL, etc). If experiencing encryption problems sending an e-mail to the MyNavy Career Center the use of DOD Safe is available using the following steps.
1. Go to: https://safe.apps.mil/ 2. Select "Drop Off" on the landing page. 3. Enter HRSCSELBOARD@us.navy.mil in the Email Box 4. Select "Add & Close" 5. Click the "Click to Add Files or Drag Them Here" button. 6. Select the file(s) from the Windows Explorer pop-up window. 7. Click "Open". 8. Check box for "Encrypt every file (REQUIRED FOR CUI, PII, AND PHI)" if the files contain sensitive information. 9. Create the Passphrase in the Encryption Passphrase pop-up window, the passphrase is case and space sensitive (DO NOT HAVE CUI or PII in the Passphrase). Send Passphrase unencrypted separately to HRSCSELBOARD@us.navy.mil. 10. Click the checkbox for "Confirm that the files in this upload do NOT contain classified information. By checking this box, you are confirming that the files do not contain classified information." 11. Click "Send Drop-off" to send the file package, wait for the file to upload and verify that the “Drop-off Completed” notification appears. A MNCC team member will retrieve and process the submission.
Certified or registered mail is not advised due to delays in handling. For US Postal Service (USPS) and Commercial Express or Overnight Mail (FedEx, UPS, DHL, etc.) use:
