NAVADMIN 231/17 Delineates the updated detailing process for Sailors applying through MNA. Announces update to Sailors negotiation window and CWAY application timeframes.

My Navy Assignments (MNA)
MNA Applications - Do not limit yourself by applying for billets outside your current paygrade.  Paygrade substitutions require PERS-4013 (Enlisted Placement/Rating Specialist) and gaining command approval.  Continuing to apply for billets outside of your paygrade may result in lost opportunities for the Sailor.
  •  NAVPERS 1306/7 - Spouse Colocation, Special Programs, Extension onboard, OTEIP, etc. As a reminder, all requests should be submitted 15 - 18 months before your PRD.

 Exceptional Family Member Program (EFMP)
  Ensure your EFM CAT 1-5 status must be updated every 3 years. Members who are Category 6 EFM must update within 12 months. This will ensure your detailer can accommodate your specific needs with minimal delay. Out of date EFM CAT will result in follow-on orders being rejected.
 
*EFM CAT 4 and 5 must contact their detailer for follow on orders, applications on MNA will be considered invalid.

Maintenance and Material Management (3-M) Coordinators at Sea (3MC)
 Are there no in-rate billets available for you at sea?  Are you a highly motivated leader and desire increased responsibility and challenge?  Do you desire an assignment to a specific geographical area?  Consider assignment as a 3MC.  Contact your detailer to determine your eligibility.  Remember – your detailer must release you to the 3MC Detailer before he (the 3MC Detailer) can discuss specific duty station assignments with you.  Check out the 3MC webpage for additional information.

EXECUTIVE SERVICES PROGRAM

(PERS-44ES)

If you are interested in enhancing your career with a challenging job within the Culinary Specialist rating, then look no further!  The Flag Chef Program provides you with a great opportunity to work in places such as the White House, Camp David, Vice President's Residence, and the Pentagon.  We also have billets directly supporting Flag and General Officers to include CJCS, VCJCS, CNO, VCNO, NATO, SOCOM, NORAD, STRATCOM, FLTFORCOM, PACOM, and other Joint and Navy Regional Commanders.  Promotion rates are very competitive, and if you believe you have what it takes to showcase your culinary expertise and your management skills, then I encourage you to apply for one of these career enhancing billets.

Program Components

Enlisted Aide (NEC S15A) – Nominated and selected Sailors are required to attend the Enlisted Aide and Advanced Culinary training courses that are provided through Joint Culinary Center of Excellence at Ft. Lee, VA. 

Executive Support – These assignments are to support the President, Vice President, and OSD, CJCS, and SECNAV Messes in the Pentagon. 

Flag Mess – Consists of Flag Messes Ashore and Afloat to support Regional and Strike Group Commanders.

Executive Transport – Consists of Culinary Specialists that are assigned to Aircrew duty.  Sailors selected for these assignments are entitled for HDIP and must complete Air Crew Duty Screening.

This program is open to Surface, Submarine, and FTS Culinary Specialists.
