MASS COMMUNICATION SPECIALIST (MC)

 
Mass Communication Specialists tell the Navy’s story to support the commander’s overall communication goals.  They define communication problems, ideate solutions, create multimedia products, and evaluate the success of media campaigns.  MCs conduct research and identify target audiences, design print publications and digital media products, and create illustrations and graphics.  They develop multimedia content including video, still images, digital graphics, web products, news and feature stories, blogs, and press releases.  In addition, they create media project plans and communication plans, and evaluate the success of these plans and campaigns by conducting research, analyzing data, and providing feedback to leadership.  Senior MCs serve as communication advisors to commanders, developing content strategies, creating data stories, and optimizing communication solutions.  Senior MC's also prepare unit commanders for media interaction, press conferences and public speaking.  Additionally, they may speak to the press on behalf of their command.


Fleet Reserve Request


 All Fleet Reserve Request must be submitted in accordance with MILPERSMAN 1830-040​.  ​Obligated service requirements or completion of current assignment established by projected rotation date (PRD).

CONVERSION REQUIREMENTS


ASVAB: VE + AR = 115 and VE = 53 (VE is not waiverable); or PC + AR = 115 and VE = 53 (VE not waiverable)
Must be eligible for a Security clearance
60 month obligation
Must be a U.S. Citizen
Normal color perception is required

The MC rate is a special program with requirements found in MILPERSMAN 1440-010 and MILPERSMAN 1306-618.
Rating Conversion Sailors need OJT and a portfolio, followed by an interview with Letter of Recommendation from the senior regional MC. Completed conversion packages should be forwarded to the MC Enlisted Community Manager (ECM) by the Command Career Counselor (CCC). Completed conversion packages must include:
 

1. Portfolio consisting of the following (best candidates will have examples from each category, examples from at least two categories required). *Hyperlinks to products recommended as scanning can degrade image quality. See senior MC for assistance.
 

a. Writing examples (published is preferred, but not required)

b. Photography examples with captions (published is preferred, but not required)

c. Graphic design/layout

d. Video or multimedia product
 

2. Interview and letter from a senior MC in geo area (E7 or above). Senior MC consideration for endorsement should include:
 

a. Review of Sailor’s package

b. OJT-where, with whom, how long

c. Any MC rate training manual or MC PQS completion
 

3. Command approved NAVPERS 1306/7

4. Command recommendation letter from CO/XO/CMC (this can just be on the 1306)
 

a. Verification that he/she: **Include in triad endorsement**
 

i. is not color blind
ii. has an PC + AR or AR + VE=115 or higher (VE must be 53 or higher – no waivers)
iii. can attain a secret clearance
iv. is within PRT standards
v. has no civil or NJP convictions in the past five years
 

5. Last five evaluations, if applicable

6. All NAM and above personal citations
 

 

NOTES:

1. Rating conversions should expect to follow normal sea/shore flow after completing MC ‘A’ school.
2. Reserve to active conversions should expect a sea tour for the first active duty tour.
