***IMPORTANT***
The HT Rating does not allow Sailors to apply "ONE UP OR ONE DOWN" when making applications in MNA during your Negotiation Window. The only time this is acceptable is when applying for an A2P billet. Please see below for amplifying information.
E1-E4 can apply for any FR to HT3
E4 can apply for incentivized A2P HT2
E5 Only apply for HT2 or incentivized A2P HT1
E6 Only apply for HT1
E7 Only apply for HTC
If you apply to an A2P billet that is your current paygrade. You WILL NOT be selected for it. These are provided as advancement opportunities for those who are eligible for that paygrade.

Married or thinking of getting Married as a DUAL MILITARY Couple?
MILPERSMAN 1300-1000 Allows DUAL MILITARY Couples to be Co-Located together. Detailers have up to 12 months to allow for Co-Location for married couples. Be advised that first Term Sailors who are married and request Co-Location may not be eligible for the typical 1 at Sea and 1 at shore. Please review the MILPERSMAN to understand any restrictions there may be. For Dual Mil married couples who are not first term Sailors, Detailers will attempt to place one Member at Sea and another Member at Shore with matching PRDs. Restrictions may apply for various reasons. If you have questions, contact your Detailer!

Please verify your information on MNA. If you do not have updated Email/Phone number, it can become difficult for Detailers to contact you. Your utilization of MNA is important to the process and allows Detailers to do their best when attempting to detail you to the correct location or command that you would like. You are not guaranteed 3 NEGOTIATION WINDOWS. There are times when we do not have enough Sailors to fill the Billets being advertised. In the event that we need to direct you to a billet, we will attempt to contact you and inform you of the decision. Keeping in constant communication with your Detailer is vital to the process and keeps us up to date on your career/personal intentions.

When calling your detailer and leaving a voicemail. Please include your number and name. Speak slowly and clearly. If you cannot get ahold of the Detailer, please send an email to the main Detailer email that is located below. This will ensure someone sees your message in the event the Detailer is out of the office at the time.
Utilize your Command Career Counselor if you have questions. They are a great asset for you to get information quickly! If they can't answer your questions, contact your detailer!
NEC Information
If you want to earn one of these NECs, you can make an application in MNA for an OPEN billet that has the NEC attached to it. If selected, you will have the course en route to your next command. If you are not transferring soon, please talk with your command about scheduling a seat for any course that is upcoming.
- U53A Advanced Welder : PAYGRADES- E4-E9
Ability to perform welding processes for High Pressure Pipe and Plate Welding as described in NAVSHIPS Technical Manual S9086-CH-STM-010/CH74 Vol. 1. This course is only offered 3 times a year on each coast. The pass rate for this course is low. If you are selected or interested in obtaining U53A, please practice your SMAW and GTAW skills daily. Utilize MIL-STD-22D WELD JOINT DESIGN during your practice.
U53A is an NEC that is needed around the fleet. Obtaining this NEC not only helps with personal experience and skills. It opens up the ability to Detail a Sailor to more commands.
- U48A VT MT and PT NDT Inspector: PAYGRADES- E4-E9
Performs non-destructive tests using Visual, Magnetic Particle and Liquid Penetrant inspection methods in accordance with standards set forth in NSTM Chapter 074 Volume 2. This course is the core course for the NDT Inspector Pathway. This will normally be given first if a Sailor is selected for a billet that requires either U49A or U50A en route.
Performs non-destructive tests using Visual, Magnetic Particle and Liquid Penetrant inspection methods in accordance with standards set forth in NSTM Chapter 074 Volume 2. Special emphasis is placed on radiation control and detection and requirements for safe usage of radioactive sources. Qualified to take and evaluate radiographs.
- U50A UT NDT Inspector: PAYGRADES- E4-E9
Performs non-destructive tests using Visual, Magnetic Particle and Liquid Penetrant inspection methods in accordance with standards set forth in NSTM Chapter 074 Volume 2. Ultrasonic inspection to determine percentage of bond on braze joints, thickness inspection on plate and pipe, and shearwave inspection to test welds, in accordance with NSTM S9086-CH-STM-010/CH 074 VOL 2.
NDT Examiner has strict requirements that must be met before scheduling a course to obtain this NEC. Please contact your Detailer if you hold U49A or U50A and are interested in U51A.
