NOSC Command

NOSC Command is a tremendous Command opportunity and an important Reserve Management milestone for FTS Officers. Preparation for command is an iterative process that builds upon experience, qualifications, judgment, and knowledge acquired during multiple tours.

NOSC Command Screen/Slate:  A 4-Step Process

Complete CQOB -> Eligible to be Screened -> Screen at Board -> NOSC Slate

NOSC O3-O5 Command Eligibility
A Command Qualification Oral Board (CQOB) is required in order for one to be eligible for command administrative screening.

All CQOB completions/endorsements need to be forwarded to one’s respective detailer so that the proper AQD (“2D1”) is awarded and entered into one’s record.  This AQD is one of the primary ways in which PERS-46 ensures all eligible members are screened for command.  IAW COMNAVRESFORCOM INSTRUCTION 1412.1E, officers will NOT be eligible if they have an approved resignation or retirement, previously declined command, been selected for non-continuation, or are 1XFOS'ed to O4 or O6.

Deadline:
Forward a copy of oral board completion letters to one’s respective detailer and the FTS Placement Officer NLT 01 September in order to be screened and considered for upcoming slates.

Note:
Officers who have successfully screened for command with their parent community are not required to complete the NOSC CQOB qualification process.

NOSC Command Screening
Administrative screening for O3-O5 NOSC command occurs annually (each October) in conjunction with the Reserve Major Command/O6 NOSC Screening board.

The NOSC Command Administrative Screening Board selects the most fully qualified officers with no set quotas.  NOSC Screening does NOT guarantee an officer will be slated to command of a NOSC.

NOSC O3-O5 Command Slating
NOSC O3-O5 slating occurs semi-annually in April and October each year (NOSC O6 slating occurs year-round).  Visit the O3-O5 NOSC web page for future projections and more details.  Numerous factors/variables are considered during the NOSC slating process, including individual preferences, career progression, PRDs and needs of the Navy.

Note:
Officers that screen for NOSC command but do not slate will be held in the bank for future slating.

NOSC O6 Command Eligibility
Officers who have successfully completed a Commanding Officer tour (NOSC or operational) while at the O5 or O6 paygrade are not required to complete a CQOB prior to screening for O6 NOSC command.  Officers who have not served as a Commanding Officer while at the O5 or O6 paygrade will be required to complete a CQOB in order to be eligible for the O6 NOSC Command screening board.

Complete eligibility requirements for NOSC Command are outlined in CNRFCINST 1412.1E.
