Regional and Culture Studies Program
Within Navy eLearning, the Course Catalog contains several training options in the Foreign Language & Culture Course category: 
  • Cultural Orientation training (COT)
  • Every Deployment a Global Engagement (EDGE)
  • Regional and Culture Studies Program (RCSP)
RCSP is the newest addition and is a course of study designed to ensure Sailors are globally prepared and regionally focused in order to effectively navigate the culturally complex 21st century operating environment.  RCSP assists Sailors with the ability to think and act more effectively, and understand people’s orientation and behavior in context (threat, friendly, and neutral groups).
 

Center for Language, Regional Expertise, and Culture Office
Navy's Center for Language, Regional Expertise, and Culture Office (CLREC) provides Language, Regional Expertise, and Cultural Awareness (LREC) training for all Sailors through a variety of online, resident, and specifically tailored programs.  CLREC, a department of the Center for Information Warfare Training (CIWT) N7, develops practical, Navy-wide, cross-cultural skills to enhance relationships with emerging partners.  It also provides training for operations worldwide, and offers tailored resources for Flag Officers and senior leaders deploying overseas, as well as online and computer-based materials for all Sailors.

Language Testing
A DLAB and/or DLPT can be scheduled to be taken using the contact information provided in the following link. If you are stationed in an area without a Navy Testing Site, testing can be performed at education offices at Joint, Army, Air Force, or Marine bases/facilities.
 
If you are stationed in remote areas without access to a DoD testing facility, contact languagetesting@us.navy.mil to schedule an over-the-phone Oral Proficiency Interview (OPI).
 
Language Training and Products
The Defense Language Institute Foreign Language Center (DLIFLC) offers a wide variety of language training and products.  Anyone can utilize the eLearning products offered by DLIFLC; however, formal DLI courses are requirements-based.  Enrollment is limited to language professional career fields and Sailors transitioning to language coded billets.
