Important Changes to Navy Foreign Language Proficiency Bonus Program
The Navy Senior Language Authority and Navy Language, Regional Expertise, and Culture Office (OPNAV N13F) announces release of updated Foreign Language Proficiency Bonus (FLPB) program guidance which goes into effect for active and reserve Sailors on March 1, 2023. 

In August 2022, DoD released DoDI 1340.27, Military Foreign Language Skill Proficiency Bonuses, announcing major policy changes to DoD FLPB practices.  Pursuant to DoDI 1340.27, substantial changes have been made to Navy FLPB policy.  Sailors receiving FLPB should contact their command language program manager to determine which changes apply to them. 

As of March 1, 2023, all languages are FLPB restricted.  What this means is that in order to receive FLPB for any language, you must meet one of the following criteria:
  • Be a CTI, FAO, or NSW (SEAL/SWCC); or
  • Be a graduate of the Defense Language Institutes’ basic language acquisition course for the language in question; or
  • Be assigned to a billet specifically coded for the language in question; or
  • Use the language in question during a contingency operation.
Please keep in mind that foreign language testing is beneficial to Sailors regardless of the individual's eligibility for FLPB.  The American Council on Education (ACE) recommends college credits for certain languages based on proficiency levels achieved on the Defense Language Proficiency Test (DLPT). Enlisted Sailors who attain scores of L1+/R1+ or better via DLPT (S1+ or better via oral proficiency interview) also earn a Navy Enlisted Classification Code (NEC) to document the language skill(s) in their personnel records.
