PERS-451O

PERS-451O processes all active duty unqualified (favorable) resignation requests, Inter-Service Transfer (IST) requests, contingent resignations, and Release from Active Duty (RAD) requests.

HOW TO SUBMIT A RESIGNATION REQUEST

**All requests must be received at NPC ATLEAST 9 months prior to the desired separation date. Resignation requests that do not meet the timelines will be returned without action.**
 
 
**Resignation requests must be submitted using NSIPS.  Commands shall ensure NSIPS accounts are established and fully functional in accordance with NAVADMIN 273/17** 
 
 
LETTER OF INTENT (LOI)

 
In some instances, due to the orders notification time limits, officers desiring to resign may be prohibited from tendering a resignation prior to becoming eligible for reassignment. To prevent this situation from occurring, officers may notify NAVPERSCOM (PERS-451) and their respective detailer, NAVPERSCOM (PERS-4XX), by official letter of intent to resign at the expiration of the service obligation. This letter of intent must reach NAVPERSCOM no less than 6 months prior to the first day of the month of an officer's PRD. The actual resignation request must then be submitted within the specified timeframe. Members who submit an LOI and do not submit a resignation request within the prescribed submission window (9-12 months from requested resignation date) may be placed under orders and will be required to serve the incurred obligation.
 
The Argus Survey is no longer required.  Officers will be given specific milestone surveys as required.

Requests take an average 12-16 weeks for processing. If your request requires any type of waiver (advanced education obligated service, bonuses, special pay,  Minimum Tour for Separation (MTS), Minimum Service Requirement (MSR), etc.​) you may incur an additional 8 weeks of processing time. In accordance with NAVADMIN 288/17, all waivers are under increased scrutiny and members should be prepared to complete all service obligations.
 
If you are unsure of which month/year you should request in regards to time owed for advanced education obligated service, bonuses, special pay,  Minimum Tour for Separation (MTS), Minimum Service Requirement (MSR), etc. or what best aligns your desired resignation month/year with Prescribed Rotation Date (PRD), or Time On Station (TOS), please contact your detailer for clarification.  In accordance with the Officer Transfer Manual, your detailer has the ultimate responsibility for determining obligated service and dates concerning resignation. 
 
If you have less than 8 years active service, you will be required to accept a reserve appointment in the Selected Reserve or Individual Ready Reserve for the time remaining on your MSO.  If you have greater than 8 years active service and you wish to affiliate with the reserves, contact PERS-97 Career Transition Office (CTO) for questions. 
 
We will notify PERS-97 when your resignation and orders have been approved. They will then assign a Transition Assistant (TA) to you for further assistance.  If you choose to actively drill, you will work with your Transition Assistant in CTO to be assigned a NOSC and unit you will drill with.  PERS-451O cannot do this for you.
 
Job hunting/House-hunting (permissive TDY) is not authorized for resignation/RADs.
 
All separation orders are written to complete separation processing no later than the last day of the month. You may separate on the day of your choice providing you have command approval and have completed all separation processing. You do not need to contact PERS-451O or your Detailer regarding actual date of separation. Normally, separation orders are issued approximately 6 months prior to month of separation (CONUS) and 9 months prior to month of separation (OCONUS) in order to allow sufficient time for household goods shipment. You do not need to contact PERS-451O if you are granted separation leave.
