Applying for Retirement without Pay
PERS-912 recommends that you have your Notice of Eligibility (NOE) letter prior to requesting retirement without pay (also known as retirement awaiting pay). NOE letters are usually sent one to three months after the completion of your 20th qualifying year. If you are on active duty orders and complete your 20th qualifying year during these orders, you will not receive your NOE until after you transition back into drilling status. In addition to the NOE, you will also receive DD 2656-5 which is your RC-SBP Election Certificate. Within 90 days of receiving your NOE letter, you must complete and return the DD 2656-5. Failure to return the form with an election will result in you being defaulted to the highest coverage option (Option C).

Applying via NSIPS 
One year prior to your planned retirement date you should meet with your unit/NRC career counselor and unit chain of command to discuss your intention of retiring. You will then submit your retirement request via NSIPS: Main Menu ->Employee Self Service -> Retirements & Separations -> Request Retirement/Separations. In the drop down menu select Non-Regular Retirement without Pay.

Applying via Form
Members currently on active duty orders or those without a CAC (i.e. IRR-ASP, S1 and S2 status) will not be able to submit requests via NSIPS. Applications for retirement without pay should be submitted per the format and timeframes listed in Figure 20-4 of BUPERSINST 1001.39F CH-1

Once retirement request has been approved, member will receive retirement orders via email. If you qualify for NDAA Early retirement, the email will state the date you qualify to retire with pay. Set a reminder in your electronic calendar one year prior to this date to apply for retirement with pay. 

- When a Sailor requests Retirement without pay and they have received a NOE then they will processed by the retirement date as requested per BUPERSINST 1001.39F, CHAP. 20, paragraph 2014.  For example, if a Sailor has received a NOE stating they have reached their 20 qualifying years for non-regular retirement sometime in 2024 and they request to retire on Jan 1, 2025, then you will retire the Sailor on Jan. 1, 2025 with or without approval from PERS per BUPERSINST 1001.39F.
- If a Sailor has not received a NOE and they request retirement prior to receiving their NOE, then they will be transferred to the VTU the day prior to their requested retirement date to await PERS approval.  They will not be allowed to drill in the VTU, they will need to be given AAs until PERS approval and they will not be eligible to request SGLI.  If the Sailors EOS will expire prior to approval from PERS, then they will need to be extended for no more than 6 months awaiting PERS approval.  

This only applies to those Sailors who have requested non-regular retirement.

Identification Card (ID card)
To obtain ID cards for you and your eligible dependents, visit the nearest card issuing facility with a copy of your retirement orders (and dependents’ birth/marriage documentation if not previously enrolled in DEERS).  This ID card includes commissary, theater and unlimited exchange privileges.  You may locate the closest facility either by dialing 1-800-538-9552, the person answering the telephone will assist or visit RAPIDS ID Card Office Online Locator and search by your zip code.  You will be given the three closest card issuing facilities.

TRICARE Healthcare Eligibility
Gray Area Retirees under the age of 60 may be eligible to purchase Tricare Retired Reserve. Retired Reserve ages 60-64 are eligible for TRICARE Select and TRICARE Prime where available and if you become Medicare-eligible due to disability, you may transition to TRICARE For Life as early as age 60. Retired Reserve Age 65 and above begin TRICARE For Life and you must enroll in Medicare Part B. For further information, visit any of the links provided.

FEDVIP Dental Eligibility
