The TAR Community is comprised of 22 ratings manned by nearly 8,500 TAR Enlisted Sailors.
 
We are responsible for "cradle-to-grave" monitoring and management of the health and welfare of our respective communities.  We ensure that our cognizant ratings recruit and maintain manpower, and that the manpower is correctly distributed throughout the enlisted paygrades as required by valid billets.

TAR (Training and Administration of the Reserve) FAQs
 
What is the TAR program?

The Training and Administration of the Reserve (TAR) program allows Navy Reserve Sailors to serve full-time on active duty, supporting the operational readiness and administration of the Navy Reserve. TAR Sailors ensure Reserve personnel are trained, equipped, and ready to mobilize when needed, receiving the same pay, benefits, and career progression opportunities as active-duty Sailors.

 
What are the primary duties of a TAR Sailor?

TAR Sailors oversee personnel administration, pay, training, and career development for Navy Reserve units. They coordinate training, process orders, and ensure Reserve Sailors meet mobilization requirements. Some TAR billets also support active-duty commands and assist retired service members with benefits and administrative services.


Are TAR Sailors assigned to sea duty?

Yes, depending on their rate and billet availability. Some TAR Sailors serve on ships, in aviation squadrons, or deployable units, where they provide administrative, operational, and training support to both the Reserve and Active Components.
 

How are TAR Sailors assigned to new billets?

TAR Sailors follow the same detailing process as active-duty Sailors. They submit assignment preferences through MyNavy Assignment (MNA), but ultimate placement depends on the needs of the Navy Reserve Force and billet availability.
 

Can TAR Sailors remain in their preferred location?

While TAR billets may offer more geographic stability than active-duty assignments, there is no guarantee that a Sailor will remain in their preferred location. Permanent Change of Station (PCS) orders are based on the needs of the Navy.


Are TAR Sailors required to be worldwide assignable and complete an operational screening?
 
Yes, TAR Sailors must be worldwide assignable and are subject to PCS orders based on Navy needs, including assignments to NRCs, squadrons, ships, and overseas locations. Those assigned to sea-duty or operational billets must complete an operational screening per MILPERSMAN 1300-800.


What is High Year Tenure Plus?

HYT Plus is a recent program that allows Sailors to serve beyond HYT limits, if they are willing and able to take orders to a valid, vacant billet, which could include extending at the current command to reach normal tour length.  This program was piloted in FY-23 (see NAVADMIN 288/22) and was recently made indefinite (see NAVADMIN 277/23).

NOTE: HYT Plus does not eliminate the HYT policy.  Rather, it offers a way to serve beyond HYT gates for those willing to serve, through a program that allows a Sailor to obligate themselves to fill a valid vacant billet.  If you chose to decline orders into a valid, vacant billet, you separate at HYT under HYT policy. HYT Plus is executed through the normal HYT waiver process, after orders are negotiated with the detailer.
