FY25 Doctoral Studies Program
The Doctoral Studies Program provides advanced education opportunities to top community talent in order to meet the Navy's highest priority validated requirements. Community panels will select participants from the pool of applicants to complete their Doctorate degree at Naval Postgraduate School. Opportunities available are:

Those selected must be available to start their studies no later than September 2025.
Those interested must submit applications to both Navy Personnel Command and Naval Postgraduate School (NPS).
Applications for community selection must be prepared in accordance with OPNAVINST 1520.23C, enclosure (4). The deadline for submission is September 4, 2024. Members must contact their detailer to discuss their eligibility for the program and request the detailer statement discussed in the instruction. Completed packages can be submitted by DoD SAFE or encrypted email to pers-440_submit.fct@navy.mil, or standard mail. Those sending encrypted emails are strongly encouraged to establish two-way, digitally signed email communication with the account in order to ensure attached files can be decrypted.
