The Permanent Military Professor (PMP) program was created in 1997 to establish a cadre of career naval officers with both doctoral degrees and extensive operational experience who would instruct at one of the Navy's education institutions until statutory retirement or until released from active duty. The program would specifically alleviate military instructor shortfalls at USNA, improve the educational background of military instructors and senior role models, strengthen military instructor presence at the Navy's education institutions, and provide viable opportunities for naval officers with doctoral degrees. On 30 September 2009, the PMP program separated from the Human Resources Community (1200), becoming the PMP community with the 1230 designator and its own competitive promotion category. FY-11 was the first promotion cycle in which PMPs competed in their own competitive category.
The FY27 PMP Board was announced via NAVADMIN 077/26. All designators are eligible to apply, but officers must possess a warfare pin from the URL/IWC communities (i.e. 1110, 1120, 1120, 1140, 1310, 1320, 18XX). Officers without a URL/IWC warfare pin with exceptional military and academic records will be considered on a case-by-case basis. The deadline for Commander or Commander (selects) to submit packages for the FY27 PMP Board is 29 May 2026. Application information can be found in the current OPNAVINST and in NAVADMIN 077/26. General Community questions should be directed to the PMP Community Manager at the number provided below. The FY27 PMP Selection Board is targeting to select up to 14 PMPs for projected assignment at the Naval Postgraduate School (NPS), Naval War College (NWC), or the United States Naval Academy (USNA). Officers selected by the FY27 PMP Selection Board will report to graduate school by August 2027. Academic disciplines available in FY27 are included below. Applicants for disciplines taught at NPS are required to submit applications via https://my.nps.edu/web/admissions/apply1 and PhD documents via https://my.nps.edu/web/admissions/doctoral NLT 08 MAY 2026. Applicants may be considered by all institutions, unless applicant requests to only be reviewed by a specific institution.
