Command Managed Equal Opportunity (CMEO) Manager

The objective of the Navy’s military equal opportunity (MEO) program is to promote an environment free from personal, social or institutional barriers that prevent Service members from rising to the highest level of responsibility possible. Leadership will strive to create a climate in which persons feel free to raise concerns about harassment or prohibited discrimination and are confident that those concerns will be addressed with safeguards against retaliation.

The CMEO program is one of the Commanders' tools for the prevention of unprofessional behavior and for ensuring MEO goals are obtained. Leadership has the authority and responsibility to ensure that the Navy Core Values are integrated into our daily business through policy, communication, training, education, enforcement and assessment.  All commands must be staffed with a minimum of one CMEO program manager.

 

Role of a CMEO
The CMEO program manager functions as a single point of contact when a command climate specialist is not assigned to the command for MEO matters within the command.  
Duties and responsibilities of a CMEO program manager consist of, but is not limited to the following:
  • Serve as the coordinator for the command climate assessment, when directed by the commander.
  • Assist Service Members who believe they have been subjected to harassment or prohibited discrimination in determining available resolution options.
  • Process all harassment and prohibited discrimination reports utilizing NAVPERS 5354/2.
  • Provide command statistics regarding prohibited discrimination, harassment (to include discriminatory harassment, sexual harassment, hazing, and bullying), and fraternization to the commander.
  • Track, monitor, report and provide status updates on harassment and prohibited discrimination complaints to the respective CCS.
  • Coordinate and monitor MEO training when directed by the commander.

How do I become a CMEO program manager?
  • Express interest to your chain of command, Command CMEO program manager, or Command Master/Senior Chief/Senior Enlisted Leader.
  • Must be an E6 or above.  
  • Must successfully complete the CMEO Manager course (A-500-0009) delivered by the Navy Education and Training Command prior to appointment.
