Mission
Shape Navy policy, strategy, and program execution, strengthening the Navy's diverse, inclusive, and equitable culture.  Utilize best practices, collaboration, and data-driven decisions, ensuring all Sailors have the opportunity to succeed and contribute to mission success.

Our Navy is committed to enabling a workforce demographic similar to that of the nation it serves. With nearly 50% of recruitable talent coming from diverse talent, the Navy must be deliberate to create a culture where every person, regardless of their background, has the opportunity to succeed.
 

Key Focus Areas​

  • Inclusion: Navy uses a variety of surveys to assess whether its workforce feels included and connected to mission and leaders at all levels. This reflects human psychology as it relates to teambuilding, where personnel who feel excluded and disconnected are more likely to both underperform and conduct destructive behaviors.​

  • Diversity: Navy measures how individual communities compare to the Department of Labor comparable-civilian equivalent, officer and enlisted demographics along race, gender, and ethnic lines. This ensures there are no unintended barriers to entry and helps focus Navy recruiting efforts to bring in the right available talent.​

Function Overview​

  • Provide Strategic and Operational Advice. Advise CNO, VCNO, TYCOMs, SYSCOMs, and Community Leaders on optimal practices.​

  • Promote Inclusivity. Foster a culture within the Navy that capitalizes on a comprehensive understanding of Navy People, Leader, Teams, and Culture (PLT/C).​

  • Implement Agency Strategy. Ensure the execution of the Navy’s comprehensive personnel and strategic initiatives with TYCOMs, SYSCOMs, and Community Leaders.

Additional Department Activities

  • Policy Development and Implementation. Develop and implement policies aimed at refining organizational effectiveness and efficiency.​

  • Monitoring Workforce Composition. Ensure a balanced workforce composition reflective of the Navy as a whole, enabling all to engage and contribute.​

  • Enhancing Organizational Performance. Improve operational performance by emphasizing the importance of wide-ranging engagement.​

  • Promoting Leadership Opportunities. Encourage personnel from diverse backgrounds to ensure leadership representation that mirrors the Navy’s comprehensive scope.
