The John Warner National Defense Authorization Act (NDAA) 2007, directed...
The Secretary of Defense shall establish different levels of joint qualification, as well as the criteria for qualification at each level.
Each level shall, as a minimum, have both joint education criteria and joint experience criteria.
The purpose of establishing such qualification levels is to ensure a systematic, progressive, career-long development of officers in joint matters and to ensure that Flag and General officers have the requisite experience and education to be highly proficient in joint matters.
LEVEL III (JQO)
An officer is nominated for designation as a Joint Qualified Officer (JQO) following completion of JPME I, JPME II and a Full Joint Tour. A Full Joint Tour is obtained by meeting the time requirements in a Standard JDAL billet (S-JDA), the Experience based Self-Nomination process (E-JDA) or a combination of S-JDA and E-JDA credit. A minimum of 24 points via Experience Joint Duty Assignment (EJDA) path with at least 12 month’s Time in Position (TIP) as an O-4, JPME I and JPME II, or Combined 24 points via SJDA, EJDA, Discretionary Credit** with at least 12 month’s Time in Position (TIP) as an O-4, JPME I and JPME II. **Of the 24 points only a maximum of 6 discretionary points may be applied toward.
ATTENTION RESERVE OFFICERS:
The Joint Manpower Information System does not calculate part time SJDA(Apply Billets) towards the JQO LVL III automatically. Subsequently, RC Officers who believe they meet the requirements for JQO LVL III should contact the RC JQS Manager at

The nomination process is automatic once all requirements are met. A JQO nomination package is provided to the Joint Staff on a monthly basis. The Joint Staff validates the nominated officers' qualifications and forwards the nomination list to OSD for formal designation. This nomination to designation process normally takes 2 - 3 months. Only after we receive the official designation letter can we apply the JS5 AQD (Level III JQS/JQO) to an officer's record.

LEVEL II (JQS)
An officer is nominated for JQS Level II (JQ2) following completion of Full Standard Joint Duty Assignment (SJDA) tour and JPME I or 12 points via Experience Joint Duty Assignment (EJDA) path and JPME I or, Combined 12 points via SJDA, EJDA, Discretionary Credit* and JPME I. *Of the 12 points only a maximum of 6 discretionary points may be applied toward designation. The process is automatic once all requirements are met. This nomination to designation process normally takes 1 - 2 months. Only after we receive the official designation letter can we apply the JS4 AQD (Level II JQS) to the officer's record.
LEVEL I
This is the basic level all officers are designated upon completion of any commissioning program. There is no AQD for Level I.
