Mission Statement

The Mission of the Performance Evaluations Branch is to support the Navy’s objectives of selecting and detailing only the best and most fully qualified individuals to positions of increased trust and responsibility.  This branch ensures that the performance portion of the Official Military Personnel File (OMPF) is accurate and up-to-date.
 

To achieve this objective, enlisted performance evaluations and officer fitness reports are examined, corrected, supplemented, amended, removed and added to the Master Data File as directed by the Secretary of the Navy.

 

Important NAVFIT 98a V33 information
 

“On some platforms, the download of NAVFIT98A v33 software may trigger a Microsoft Defender Antivirus (MDAV) alert. These alerts have been categorized by Media Malware Analysis (MMA) as benign. Navy Cyber Defense Operations Command (NCDOC) Current Operations (CTG 1020.1) has assessed that it is safe for NAVFIT98A v33 to be downloaded to Navy environments. Commanding Officers and command IT personnel should address questions and concerns to the NCDOC CDO at ncdoc_suff_ctf1020_bwc@us.navy.mil.

"This NAVADMIN announces the release of NAVFIT98A version 33 (NAVFIT98A v33) for all Navy performance evaluations and fitness reports."

4. "Effective 1 May 2025, eNavFit will no longer be available for Fleet use.  (See NAVADMIN 012/25 for more information.)
 
"Commands should not start any evaluations or fitness reports in eNavFit after 15 March 2025 and must ensure all eNavFit performance appraisals are completed and submitted to Performance Evaluations Division Director (PERS-32) before 15 April 2025. Beginning 1 April 2025, all evaluations and fitness reports are to be completed in NAVFIT98A version 32."

5. PERS-32 is receiving a high number of reports with the Signature of Reporting Senior and Signature of individual evaluated not IAW BUPERSINST 1610.10H, page 1-23, thereby increasing our rejection rate. If unable to obtain the signature of member, rater or senior rater, follow guidance of Chapter 14 (Signatures). Reports missing the reporting senior's signature, will be rejected. Computer generated signatures do not meet the intent of “use black or blue-black ink”.  The guidance for signatures stated below:

EVAL BLOCK 50 and FITREP/CHIEFEVAL BLOCK 45 (SIGNATURE OF REPORTING SENIOR) 
The reporting senior whose name appears in block 22 must sign all reports. By direction, for, acting, ghosted, stamped, or facsimile signatures are not allowed. Use black or blue-black ink.

EVAL BLOCK 51 and FITREP/CHIEFEVAL BLOCK 46 (SIGNATURE OF INDIVIDUAL EVALUATED)
After reviewing the report, the members will check the box indicating their intention to submit or not to submit a statement and sign and date all copies. Use black or blue-black ink.

NAVFIT98A v2.2.0.33 SOFTWARE LOCATIONS/REQUESTS

  • For NMCI users, Software can be manually installed from Software Center - Follow the guide in the Installation Instructions.
  • For Nautilus users, Software can be manually installed from Company Portal - Follow the guide in the Installation Instructions.​
  • For any user, Software can be accessed from NVD – Follow the guide in the Installation Instructions and in the Frequently Asked Questions Document.
  • For non-NMCI users and other agency system owners - software can be downloaded from the My Navy Portal website.
  • For Windows 7 users - Windows 7 is not compatible with any copy of NAVFIT98 v33.  Contact the My Navy Career Center at (833) 833-6622 or via e-mail at <askmncc@navy.mil> to request a Windows 7 compatible copy of NAVFIT98A v33.

URGENT NAVFIT98A ISSUE WITH SERVER ACCESS!!

  • In certain situations, network access restrictions negatively impacted NAVFIT98A v31 functionality. From what NIWC Atlantic has determined, NAVFIT98A installed on a Network Server is unable to open an ACCESS database residing on the network server location. This is not a NAVFIT98A issue, it is a server driven privilege and/or permissions issue.  It was reported by the SUBLAN community and seems to have been the only location affected.
  • However, we have identified a workaround. For your NAVFIT98A to function properly, you must:

    1. Copy the NAVFIT98A ACCESS database file from the network and put it on the local machine’s hard drive.
    2. Launch NAVFIT98A and open the database file that was copied to the local machine’s hard drive and perform your NAVFIT98A-related work.
    3. Once you have completed your NAVFIT98A-related work, the ACCESS database file can be copied back to the original network server location for storage thereby enabling the next NAVFIT98A user to gain access to that data by repeating the steps outlined above.

  • Until the network privilege/permissions restrictions are changed, NAVFIT98A will only be able to open database files that reside on the local machine’s hard drive.
  • This issue has not been reported with NAVFIT98A v32 or v33.

NAVFIT98A ISSUE WITH VARIED COMPUTER CONFIGURATIONS!!

Because of the varied configurations across the navy, there are certain peripheral programs that may or may not need to be installed.

  • Microsoft Access Database Engine Redistributable
    Microsoft Access Database Engine v2010 Redistributable is replaced by Microsoft Access Database Engine V2016 Redistributable.
    For NAVFIT98 V2.2.032 and above, the Microsoft Access Database Engine should not be needed (See FAQ for information).
  • .net Framework v4.8.1
    Certain older versions of Microsoft Windows do not have this software installed.  (See FAQ for instructions)
  • Windows 7 - Windows 7 is not compatible with any copy of NAVFIT98 v33.  Contact the My Navy Career Center at (833) 833-6622 or via e-mail at <askmncc@navy.mil> to request a Windows 7 compatible copy of NAVFIT98A v33.
