Conditional Release

 
Requesting Transfer:
Reserve Enlisted desiring interservice transfer (Army, Air Force, USPHS, etc.) or intraservice transfer (RC2AC, commissioning) must have the gaining service submit a Conditional Release request (DD Form 368) to Navy Personnel Command (PERS-913) for approval. 

Submission Requirements:
1. Required documents:
a. For IRR applicants:
DD form 368 with section I completed.

b. For Drilling SELRES applicants:
DD form 368 with section I completed.
Navy Reserve Activity (NRA) Endorsement Letter 

c. For Drilling SELRES applicants with IW ratings (IS, IT, CTT, CTR, CWT, CTI, AG):
DD form 368 with section I completed.
Unit Endorsement Letter
NRA Endorsement Letter 
REDCEN Endorsement Letter
CNIFR Endorsement Letter

2. Endorsement letters must be dated within 12 months to be considered valid.

3. Submit requests to pers-913-dd368@us.navy.mil. (Please note that this is a new Flank Speed email and it slightly differs from the old submission box. This is now able to send and receive encrypted email. Effective 15 September 2025)

4. Please allow up to 10 business days for processing. The approved/disapproved DD368 will be returned via email to the original sender. (After this is received, no further action is needed from PERS-913.)

5. Conditional releases will be approved for 6 months from the date of approval or until the member’s EOS, whichever comes first.

6. Once conditional release is approved, the member may then join the prospective program/service branch. The certifying official must sign Section III of the DD368. The completed DD368 and Oath/Contract (DD4, etc.) should be sent to the member’s NRC to process his/her loss. For IRR members, send these documents to pers-93-irr@us.navy.mil. PAY ISSUES CAN RESULT IF THIS STEP IS MISSED.

FAQ:
What are common mistakes to avoid?
  • Leaving block 4.a. blank. This is by far the most common error.
  • CO signing section II of DD368. This should be left blank.
  • Missing NRA endorsement letter for drilling SELRES members. 
  • Unit endorsement submitted instead of NRA endorsement. IAW MPM 1910-102, NRA endorsement is required.
  • Incomplete or Unreadable information in DD368 Section I.
  • Applicants requesting conditional release immediately after coming off of active duty must wait until gained to the USN Reserve. This often is processed without delay, but occasionally there is an audit delay before TSC releases a member from active duty status. PERS-913 must wait for this transaction to be completed before approving conditional release.

What are a few key eligibility factors?
  • Must not be mobilized or tagged for mobilization. 
  • Must have at least 2 years of service in the Navy, unless commissioning or staying Navy (RC2AC/RC2TAR/etc).
  • See MILPERSMAN 1910-102 and BUPERSINST 1001.39F, fig 7-1 for complete eligibility requirements.        
Who is allowed to complete and sign items 5 & 6 on the DD368? 
  • NRC and Unit Commanding Officers are not authorized to sign the DD Form-368. The only authorizing authority for the DD368 is PERS-913.
I am in the IRR and don’t know the address of my command. What do I write in Section I of the DD368?
  • PERS-93 / 5720 Integrity Dr / Millington / TN / 38055
My transfer has been delayed and now my DD368 approval is going to expire before I join. How do I get more time?
  • DD368 approval cannot be extended, but you may submit a new request with updated signatures, whose approval will grant a new 6-month window.
I am a participant in the Career Intermission Program (CIP). Can I request conditional release from PERS-913?
  • No. PERS-913 does not have conditional release authority over CIP participants, as they are still under obligation to return to duty after their CIP period is complete. Request conditional release from your Enlisted Community Manager (ECM) with a NAVPERS 1306/7. Once ECM approval is given, you may submit the approved 1306/7 together with a DD368 to pers-93-cip@us.navy.mil. The CIP manager will sign as the authorizing official, approving conditional release. 
I am TAR. Can I request conditional release from PERS-913?
  • No. PERS-913 does not have conditional release authority over TAR members. Request conditional release from your Enlisted Community Manager (ECM) with a NAVPERS 1306/7. Once ECM approval is given, your CO will be the authorizing official to approve your DD368. Join your gaining program, then submit your completed contract and completed DD368 to PERS-832 to process your loss from TAR. For the most correct and current guidance, direct your questions to PERS-832: pers832adseps@us.navy.mil.
