The primary source to review point capture for Selected Reserve (SELRES), Voluntary Training Unit (VTU) members and Navy Reserve Center (NRC) Administrators with a Command Access Card (CAC) is to log into Navy Standard Integrated Personnel System (NSIPS) to view the Naval Enlisted/Officer Participation System (NEOPS).
From NSIPS Main Menu -> Employee Self Service -> Electronic Service Record -> View -> NEOPS Inquiry

The CAC-only access to NEOPS via NSIPS, is available to all drilling Reservists (this includes SELRES and VTU). If you are part of the active component and have never drilled as a reservist, you will not have any points reflected in your NEOPS record. If you transitioned to the reserves from the active component, your NEOPS profile will need to be built by your NRC. Communicate with your NRC if you have been regularly drilling and do not have an updated NEOPS profile. Also ensure that once you have transitioned over to the reserves that your prior service is reflected correctly.
Common errors we see in NEOPS is that prior service years are built in the prior service tab but the anniversary years were not built and therefore won't reflect the prior service years. Another common error is anniversary date is incorrect as the NRC uses the date member transfers to the reserves. This is correct if the member had a break in service but if no break in service then anniversary date is their original anniversary date (the date on their DD4 or commission date from service academy).
If you are a reservist on active duty orders, your NEOPS will not update until you are released from active duty and re-affiliate back to the reserves.
NEOPS feeds into BOL's ARPR/ASOSH on a weekly basis (usually Saturdays) but PERS-9 has no control over updates or how information is reflected in that system.
