Guidance from OPNAV N132C regarding the administration of the Cycle 271 regular examination.

In response to inquiries about delays in exam material receipt, commands are authorized to administer regular exams within seven working days of receiving them. If unable to meet this seven-day window, a request for deviation must be submitted to:

In response to inquiries about areas affected by current conflict with Iran:

Authorization for Exam Administration Extension through 31 March 2026

In light of current world events, there is an increased Fleetwide focus on safety, security, and operational readiness.

Recognizing that normal exam administration may not be feasible in all locations, OPNAV N132 has authorized an extension for regular exam administration through 31 March 2026. This extension is granted for any command unable to conduct the exam as scheduled due to combat operations or related safety concerns. 
 

Note: This is not a blanket waiver. The primary expectation is that every command adheres to the standard testing timeline or seven-day deviation. The extension is only authorized for commands verifiably unable to do so for the following reasons (not inclusive, examples):

  • Unit evacuations

  • Heightened force protection status

  • Execution of combat or combat-support operations

EVERY COMMAND THAT CAN SAFELY EXECUTE EXAM ADMINISTRATION, MUST DO SO.
 

 

NAVADMIN 032/25 CORRECTED COPY.  A corrected copy of Cycle 267 NAVADMIN 032/25, released 20 February 2025.  Paragraph 4 (i) was updated for new accession Sailors.

Corrected paragraph 4 (i):
In line with reference (b), for E4 new accession Sailors who have graduated from "A" School and are eligible for the upcoming E5 NWAE, a one-time PMA of 3.60 will be assigned on their EAW and transposed to their answer sheet.  This does not apply for participation in the RKE.


RKE Participation - Amplifying Information:
In order to meet eligibility requirements for RKE participation, candidates must have the following:

  • PMK-EE for the next higher paygrade

  • Have an in-grade CO/OIC periodic evaluation (Periodic or Frocked promotion status)

  • Enlisted Leader Development (ELD) as applicable:
    E6 Candidates - Intermediate Leader Development Course (ILDC) completion is required for participation in the NWAE/RKE
    E5 Candidates - Foundational Leader Development Course (FLDC) is highly encouraged, but not a requirement for participation in the NWAE/RKE

NWAE Participation - Amplifying Information:
In order to meet eligibility requirements for NWAE participation Active Duty (ratings not in BBA) and TAR candidates must have the following:

  • Time in Rate (TIR) requirements as follows:
     E6 - 1 July 2023
     E6 (EP with TIR waiver) - 1 July 2024
     E5 - 1 July 2025

  • PMK-EE for the next higher paygrade

  • Enlisted Leader Development (ELD) as applicable
    E6 Candidates - Intermediate Leader Development Course (ILDC) completion is required for participation in the NWAE/RKE
    E5 Candidates - Foundational Leader Development Course (FLDC) is highly encouraged, but not a requirement for participation in the NWAE/RKE

NETPDC ADDRESS CHANGE.  A corrected copy of Cycle 266, NAVADMIN 183/24, was released providing the new address for forwarding answer sheets.  BUPERSINST 1430.16G CH-1, paragraph 611a. has been changed to the Official Mail Manager (OMM) Consolidated Mail Facility (CMF) address:

ELD/EAW.  With requirement of ELD taking effect beginning with the E7/JAN(AC/TAR) - FEB(SELRES), a quick look at eligibility reflects that the EAWs are not being "refreshed".  If a member's Enlisted Advancement Worksheet (EAW) does not reflect the current status of Enlisted Leader Development (ELD) course completion, please utilize the "Refresh" functionality or manually update EAW.

**To refresh EAW - Within the EAW, make any applicable edits, then scroll down to the bottom of the EAW under "Refresh Options".  The "Refresh EAW" box must be checked and then saved.**

Per the Cycle 266 NAVADMIN 237/23, ELD course completion is a required prerequisite for taking an E-7 Navy-wide Advancement Exam (NWAE).  The ELD requirement was recently added to the EAW.  ELD completion deadline is 31 December 2025.  Member is considered ineligible if ELD is not completed by deadline.

Work Request Time Frame

EMF Updates - 1 to 2 Weeks
Restoration of Rate Requests - 6 to 8 weeks
Advancement Determination Requests - 6 to 8 weeks
 

PERS-8031 may update a Sailor's advancement status within the Enlisted Master File (EMF)/NSIPS.  The servicing TSC/NRC or Command ESO may submit requests to PERS 8031 via e-mail:

advancements-active@navy.mil for Active Duty/TAR

advancements-reserve@navy.mil for Reserve

 

PERS 8031 requires the following information for all EMF/NSIPS Requests

1.  Sailor's FULL name (to include middle name), rate and DOD ID #
2.  A copy of substantiating documents
3.  Amplifying information pertaining to request
4.  Point of Contact information 

PERS 8031 requires the following documents for Advancement Determination Requests (as applicable)
1.  Advancement Determination Request (template available in the BUPERSINST 1430.16G Chapter 7)
2.  C-WAY Approval Letter or Direct Conversion Message 
3.  Profile Sheet w/ DOD ID#
4.  Reserve Affiliation orders

 

Prior to reaching out with regards to a sailor's profile sheet being invalidated, please check the following items

1.  PMK-EE for correct rank was completed prior to deadline posted in the cycle NAVADMIN

2.  Member holds a valid security clearance and/or has an interim clearance

3.  Member is TIR eligible

4.  Member is in the correct path of advancement
5.  Command ESO should make inquiry to NETPDC
