Responsible for the analysis, research, and development of acquisition and manpower requirements. Support special studies and variable input “What If” analysis. Reviews acquisition documents (e.g., Manpower Estimate Reports (MERs), Navy Training Systems Plans and Operational Requirements Documents (ORDs)).
Various techniques are used to analyze and document workload, interview personnel, and conduct direct observation of shipboard activities. Support acquisition program managers in providing accurate, defendable, and definable manpower requirements data for new systems and platforms along with platform modernization initiatives.
Division has four major tasks: Support acquisition programs; review DoD/DoN Instructions; participate in Manpower Models/Simulator development; and provide manpower consultation services and training.
Conduct manpower research for Analysis of Alternatives (AoA) and “what if” scenarios. Review existing platform configurations and identify manpower requirements impacted by changes to installed systems, manpower/acquisition policies, and manpower determination methodology.
Provide innovative perspective to the manpower requirements determination process to support the Navy’s acquisition life-cycle management policies.
