TAR In-Service Procurement

 


The FY-25 Spring TAR ISPP NAVADMIN has been released. All Sailors intent on applying for the FY-25 TAR ISPP Board should proceed with the guidance listed in compiling their application. 

The FY-25 Spring TAR ISPP Board (#316) will convene on 28 April 2025.  Please review the TAR ISPP Program Authorizations (PA 300 series) for requirements in preparing your application. 

Completed applications must be submitted and received no later than 2359 Central Standard Time on 09 March 2025. Letters to the board must be received no later than 2350 Central Standard Time on 17 April 2025. 

The Training and Administration of the Reserves (TAR) In-Service Procurement Program (ISPP) sends qualifying TAR enlisted selectees to Officer Candidate School (OCS) for commissioning as a TAR officers. 

Applicants may apply for the following designators:
1167 – TAR Surface Warfare Officer
1207 – TAR Human Resources Officer
1527 – TAR Aviation Maintenance Duty Officer
3167 – TAR Supply Officer

For junior Applicants seeking a commission as a TAR Officer in this highly competitive process, please consider including TAR Surface Warfare Officer as one of your requested designators.  You may find more information on the TAR Surface Warfare Community as well as all TAR communities using the community links found on the Main Page linked below.

This board is designed to identify candidates with the highest potential to succeed as TAR Officers, across all applicant rates and experience levels.  Quotas are limited and are distributed based upon community need.

Basic Eligibility Requirements:
- TAR enlisted sailor (AC and SELRES are not eligible to apply)
- Completed a baccalaureate degree program from a regionally accredited institution
- Six months' time in service
- Completed initial enlisted training pipeline

Additional Application Requirements:
- Applicants must meet prescribed qualifications in line with the TAR ISPP program authorization (PA) (PA 300) and OPNAVINST 1420.1B, Chapter 4.  New TAR ISPP PAs have been published for additional age, education, interview and physical qualifications for each specific designator (PA 301-305).

Three officer interviews are required in accordance with OPNAVINST 1420.1B, Chapter 4.  Interviews can be conducted separately or simultaneously by a panel of officers.  In addition, the rank and designator of the interviewing officer(s) will be in accordance with the respective TAR ISPP PA guidelines, but no lower than O3 if not specified.

- The following TAR communities have designated their own respective community interview coordinators to assist in the coordination of TAR ISPP interviews. For Sailors applying to either HR or AMDO that still need interviews, please contact the coordinators for information and interview assignments.

For all other community interviews, please continue to solicit for required interviews per the program requirements.

Commissioning physical evaluation:
- If applicants’ applications are incomplete due to a pending commissioning physical evaluation, an exception to policy (ETP) can be requested to submit the application without commissioning physical documents as long as the member has a scheduled appointment and can furnish those documents.  For details about an ETP for physical examinations, please contact PERS-92 at PERS-92@navy.mil.
