Training and Administration of the Reserve (TAR) CAPT Selective Retention, CDR Selective Retention and CDR Selective Early Release from Active Duty Boards.

** Training and Administration of the Reserve CDR Selective Retention Board: **


As a newly incorporated retention opportunity, the FY-25 CDR Selective Retention Board (#414) will convene 10 June 2024 and will consider for retention those commanders who have twice failed of selection (2xFOS) for promotion to the grade of captain.  Official board announcement will be via NAVADMIN release and will be linked below.  Anyone desiring to submit additional information is encouraged to submit all correspondence via the Electronic Submission of Selection Board Documents (ESSBD) process.  That submission portal is linked on BOL and will be the primary recommended means of board communication.  Board correspondence also includes “don’t pick me” letters if planning to retire.  All correspondence needs to be received NLT than 10 calendar days before the board convenes (2359 on 30 May 2024).

SECNAVINST 1920.6D requires Training and Administration of the Reserve (TAR) commanders who have twice failed of selection for promotion to the grade of O-6 and are not on a promotion list to a higher grade must be involuntarily released from active duty not later than the first day of the seventh calendar month beginning after the month in which the report of the selection board that considered the officer for promotion for the second time is approved, unless the officer is retained by a Selective Retention (SELRET) board.  This will be this first iteration of this CDR SELRET board, and may be held annually as deemed necessary for community health.  Any CDR retained by the SELRET board will be released from active duty not later than the first day of September of the third fiscal year following the SELRET board.

Anyone not retained by the SELRET board will be released from active duty not later than the first day of the seventh calendar month beginning after the month in which the SELRET board results are released.

Training and Administration of the Reserve CAPT Selective Retention Board:

The FY-25 Selective Retention Board (#416) will convene 16 September 2024 and will consider for Gate 1 those captains promoted in FY-23 and for Gate 2 those captains promoted in FY-20.  NAVADMIN 195/23 announced the FY-24 board, and the FY-25 board will be announced via NAVADMIN release anticipated for August 2024.  Anyone desiring to submit additional information is encouraged to submit all correspondence via the Electronic Submission of Selection Board Documents (ESSBD) process.  That submission portal is linked on BOL and will be the primary recommended means of board communication.  Board correspondence also includes “don’t pick me” letters if planning to retire.  All correspondence needs to be received NLT than 10 calendar days before the board convenes (2359 on 5 September 2024).

Anyone not selected for retention at Gate 1 will be required to be released from active duty no later than 1 September 2026.  Anyone not selected for retention at Gate 2 will be required to be released from active duty no later than 1 September 2025.

SECNAVINST 1920.6D requires Training and Administration of the Reserve (TAR) captains to be involuntarily released from active duty at the end of three years time-in-grade (TIG) unless they are retained by a Selective Retention (SELRET) board.  The board is held annually and is conducted using two “gates” grouping those eligible by their competitive category (Unrestricted Line, Human Resources, Aviation Maintenance Duty Officer, and Supply Corps).  Gate 1 considers captains who are in their first full year time-in-grade and Gate 2 considers captains in their fourth year time-in-grade.  Gate 1 retention allows a captain to remain on active duty through at least 1 September of the fifth FY following the FY of promotion.  Gate 2 retention allows a captain to remain on active duty through 30 years of commissioned service or age 62, whichever comes first.

Training and Administration of the Reserve CDR Selective Early Release from Active Duty:

A TAR Commander SERAD Board is not expected to be held for FY-25 cycle.  The last SERAD board was held in FY-11.  When required, SECNAVINST 1920.6D allows the convening of a TAR Commander Selective Early Release from Active Duty (SERAD) board.  The board is held by grouping TAR commanders by their competitive category and FY of promotion.  Normally, TAR commanders become SERAD eligible during the fourth fiscal year after their date of rank.  Those selected by a SERAD board will be involuntarily released from active duty by 1 September of the FY in which the board was convened, or by the 1st day of the 7th month following the month in which the board’s report was approved, whichever is later.
