Who We Are
The Engineering Duty Officer (EDO) community is a specialized group of warfare qualified officers who are technical experts responsible for the design, acquisition, construction, overhaul, and maintenance of naval ships, submarines, and their associated combat and weapons systems. EDOs exhibit the following competencies:

Technical Expertise and Management: EDOs provide specialized technical expertise and management oversight throughout the entire lifecycle of naval assets. This includes:

Acquisition: Defining requirements, managing contracts, ensuring technical compliance, and overseeing the building of new ships and systems.

Design: Working with designers and contractors to ensure designs meet Navy requirements for performance, maintainability, and survivability.

Construction: Supervising construction at shipyards, ensuring quality control, and resolving technical issues.

Overhaul and Maintenance: Planning and executing complex overhauls and upgrades to existing ships and systems, extending their service life and incorporating new technologies.

Repair: Managing ship repair activities, both emergency and planned, to ensure ships are operational and ready to deploy.

In-Service Engineering: Providing ongoing engineering support to the fleet, addressing technical problems, and recommending improvements.

Program Management: EDOs often serve as Program Managers for major naval acquisition programs, overseeing all aspects of the program from inception to completion. This includes budget management, scheduling, risk assessment, and stakeholder coordination.

Technical Leadership: EDOs are expected to be technical leaders, staying abreast of the latest technological advancements and advocating for their adoption in the Navy. They represent the Navy's technical voice in discussions with industry, academia, and other government agencies.

Sustainment and Modernization: EDOs play a critical role in ensuring the long-term sustainability and modernization of the Navy's fleet. They identify opportunities to improve performance, reduce costs, and extend the service life of existing assets.

Technical Authority: EDOs serve as technical authorities within the Navy, providing expert opinions and recommendations on complex engineering matters.

CIVPERS Leadership: EDOs lead and manage diverse teams that are heavily staffed with government civilians, contractors, and work closely with private industry.
EDOs are the crucial link between the technical community, the shipbuilding industry, and the operational fleet.
