Officers selected for the next higher grade and occupying or ordered to a billet for the higher grade may be "frocked" and wear the rank devices of the higher grade.  Officers selected for Captain must be approved by the Senate prior to frocking.  Frocked officers are not entitled to additional pay, but are accorded the courtesies of the higher grade.
 
SECNAVINST 1420.2B provides guidance on frocking, and frocking is contingent upon a determination that wearing the higher grade is essential to an officer's maximum effectiveness in the assigned billet.  Situations supporting this determination are listed in order of precedence in SECNAVINST 1420.2B enclosure (1).
 
Frocking requests must be endorsed by the supported Echelon IV or above command.  Endorsements shall include a copy of the member’s orders, verification that the officer occupies, or is in route to, a qualifying billet and justification that meets the maximum effectiveness standard identified in SECNAVINST 1420.2B.  Endorsements, including endorsements for officers ordered to or occupying Unit Commanding Officer billets, must clearly establish that frocking is essential to an officer's maximum effectiveness in the assigned billet.
