Functionality subsumed by NSIPS in July of 2021

Force Management (FORMAN) is a subsystem of OPINS that automates the first term reenlistment process, allowing functional managers to maintain tighter control during force draw down.  FORMAN automates retirements and Navy in-rate approvals with available quotas, processes first term extensions, and meets Navy functional priorities.
