The Officer Personnel Information System (OPINS) is a corporate system that generates and maintains the official automated personnel records of all the United States Navy/United States Naval Reserve (USN/USNR) active duty officers and officer candidates for both current and historical purposes.
OPINS also maintains personnel records for active duty officers (Active Duty for Special Work (ADSW), Full Time Support (FTS), Officer Candidates Accounting and Reporting Subsystem (OCARS), Naval Reserve Officer Training Corps (NROTC), and United States Naval Academy (USNA).
OPINS is primarily used to calculate officer staffing strength, authorize the establishment of a pay record at the Defense Finance and Accounting Service (DFAS), prepare Officer Data Cards (ODC) for dissemination to officers, and prepare Officer Distribution Control Reports (ODCR) for dispersal to field activities. The ODC and ODCR can be accessed via BUPERS Online (BOL). Additionally, the officer distribution and promotion processes are dependent upon the quality of OPINS information, as are numerous managerial and congressional groups seeking aggregated information about the Active Officer populations. OPINS provides critical, historical, and current data for decision support systems as well as selection boards.
NOTE: The DD-2875 SAAR has been replaced by the OPNAV 5239/14 SAAR-N per NETWARCOM Computer Tasking Order (CTO) 08-05 Serial A.
Secure Web Access
The Secure Web Access (SWA) portal used to gain entry to mainframe personnel data systems such as NES, OPINS, and FORMAN, has been discontinued (this access is via the internet only, not normally used with NMCI PC's). All users are now required to obtain a Mainframe Internet Access Portal (MIAP) account in order to continue to access mainframe applications. A Common Access Card (CAC) can be used to establish the MIAP account. Once the MIAP account is established and the user is logged in to the mainframe environment, access to the personnel data systems is completed in the similar manner as with SWA. - All menu items are set up with a new dialog that will put the user in the region without entering Logon-ID and password.
- After 15 minutes of inactivity, the screen will lock as it did before, but will require the user to enter their CAC PIN (not password).
- DO NOT use the session disconnect/session connect icon. Once the session is disconnected, the user should start a new session from MIAP.
