Military personnel assigned to permanent duty within CONUS, who are not furnished government housing, are eligible for BAH based on the member’s permanent duty zip code.  BAH rates are based on rental data.  Homeowner’s monthly mortgage payments are not used in the computation to determine rates.
 
Military personnel may be authorized to receive payment of BAH based on dependents’ location or previous permanent duty station rather than the member’s current permanent duty station.  If a member meets one or more of the conditions under paragraph 5c of reference (a) and qualifies under the provisions of reference (b), the member may submit a request via their Commanding Officer to Commander, Navy Personnel Command (PERS-451H), 5720 Integrity Drive, Millington, TN   38055-4510
