Full Power Navy (FPN) 2.0 is a streamlined retention initiative that empowers eligible E-4 to E-6 Sailors considering separation and not under orders to connect with a PERS-4 Retention Agent and gain a transparent understanding of their career options before making the final decision to separate. By shifting from the mass case-creation model of FPN 1.0 to a Sailor-initiated ticketing system via MyNavy Career Center (MNCC), FPN 2.0 eliminates administrative friction, ensures faster response times, and directly connects qualified Sailors with Retention Agents. Sailors may submit a case with MyNavy Career Center (MNCC) to prompt an engagement from a Retention Agent. Additionally, this case may also be started by the Command Triad or Command Career Counselor (CCC) on the Sailor’s behalf – just “Launch the Alert Detailer!” FPN 2.0 optimizes the process by shifting the focus from administrative case management back to proactive Sailor engagement. It mitigates previous bottlenecks caused by duplicate case creation , case routing errors, lack of user training, and heavy administrative burdens on Retention Agents. The short-term goal of FPN 1.0 was to mentor, understand today’s Sailor better, and incorporate those lessons to evolve the distribution process. FPN 2.0 represents that evolution. FPN is not intended to circumvent or serve as a substitute for participation in the MNA process to hand-pick follow-on assignments. As rating health improves, billet availability decreases. Sailors are highly encouraged to apply during their respective MNA Negotiation Window.

Why the transition from FPN 1.0? Between January 2025 and April 2026, PERS-4 had created 124,650 Retention Engagement cases for 120,484 eligible Sailors in Salesforce Enterprise Customer Relationship Management (eCRM). Most resulted in the processing of reenlistments or extensions, but many resulted in separation processing. While this initial process successfully supported structured career management and the retention of more than 3,600 Sailors (alongside thousands more retained via proactive mentorship at the command-level), the legacy system presented structural challenges that hinder efficiency. The level of manual updates by both front-end and back-end means coupled with the lack of available Application Programming Interfaces (API) made FPN 1.0 unsustainable. PERS-4’s focus is engaging and retaining Sailors for continued naval service – not case management. What can a Retention Agent do to retain a Sailor? A Retention Agent can provide fourth and fifth-look Sailors an opportunity to negotiate for a follow-on set of orders (based primarily on billet availability). Within several of the PERS-40 Divisions, Retention Agents are now embedded directly into the division to work closer with detailers than before. What can a Retention Agent not do? A Retention Agent cannot award Billet-Based Advancement (BBA) opportunities, but they can ensure that eligible Sailors understand their potential promotion opportunities. To be awarded an advancement, Sailors must compete via the standard MNA Application Cycle. At the conclusion of the Application Phase, a billet with zero applications for an undermanned rating may be offered to a BBA-eligible Sailor. This process requires an exception to policy approval and requires prompt action on behalf of the Sailor. My CCC was required to update eCRM cases under FPN 1.0. Is that no longer the case with FPN 2.0? That’s correct. In FPN 1.0, PERS-4 was mass-creating cases for Sailors approaching their SEAOS, prompting commands to proactively engage Sailors approaching a career decision point and to provide intent via the respective FPN case. With FPN 2.0, Sailors or Command Triads still retain the ability to “Launch the Alert Detailer” – it’s just done now via a Tier-2 case submitted via the MNCC’s Human Resources Service Center (HRSC). NSIPS Unit Admin will still be the primary source for command outreach (CO, XO, OIC, CMC/CSEL). CIMS will continue to be the authoritative source for career counselor contact data. The latest Ops Alert pertaining to management of NSIPS Unit Administration may be found under CPPA Resources. Are there any changes in Sailor eligibility requirements from FPN 1.0? Previously, E-3 to E-9 Sailors were eligible under FPN 1.0 (without consideration of screening status), whereas FPN 2.0 serves Sailors in paygrades E-4 to E-6 (E-6 Sailors must be non-screened). Sailors with less than 24 years of service were eligible under FPN 1.0 whereas under FPN 2.0, Sailors with less than 17 years of service at SEAOS are eligible. My SEAOS is before my PRD. Sailors whose SEAOS precedes their PRD should expect to complete sea-shore flow requirements and are advised to align their SEAOS to their PRD and participate in the MNA Cycle. My PRD is before my SEAOS. Sailors whose PRD is before their SEAOS and who have 11 months or less of contract time remaining at PRD are eligible for a Retention Engagement only after all three MNA looks have been exhausted. Sailors with at least 12 months of contract time remaining at PRD are not eligible for a Retention Engagement. Is the Full Power 2.0 Initiative only available for enlisted ratings, or can officers also engage with a Retention Agent? FPN 2.0 is only available to enlisted Sailors. Officers will continue to work with their assigned detailer. I requested a Retention Engagement but was found ineligible. Can I re-submit a new case?
