A Sea Duty Commencement Date (SDCD) or Shore Duty Commencement Date (SHDCD) is established for each enlisted member, normally at the start of a tour of duty.
The Sea Duty Counter is maintained by DFAS Cleveland and is completely separate from the SDCD and cannot be corrected by NPC. If the Sea Duty Counter on the master pay account is incorrect, advise DFAS CL, Code FMA by message, providing the member’s name, SSN, the correct counter balance and all periods of sea duty which should be present from the date of the counter balance to the present date. Also, contact Code FMA by message when requesting determination if a specific period of sea duty was credited (reference DJMS Procedures Training Guide, Chapter 7, articles 10702/10703/10704).
If a SDCD or SHDCD cannot be determined, or an error is detected during verification of service records, an official request for verification or correction should be submitted to Pers-451.
All requests must contain a point of contact for the command (include an email address and a DSN phone number), the member’s rate, name, SSN, incorrect SDCD or SHDCD, and the correct SDCD or SHDCD. Adjustments will be reflected in the command’s EDVR.
A certified copy of NAVPERS 1070/605 is no longer required, but may be submitted if desired, and may be requested in questionable cases.
Requests may take the form of an official letter, fax or email. Email is the preferred method, using a word table or Excel file as an attachment to list more than just a few names.
