Captain Shaletha R. Moran
Commanding Officer, NAVMAC
Captain Moran is a native of Memphis, TN and enlisted in August 1993 as an Operations Specialist. Upon completion of a 6th Fleet deployment aboard the USS SANTA BARBARA (AE 28), she was accepted into the Broadened Opportunity for Officer Selection and Training (BOOST) program and subsequently earned her commission from the Enlisted Commission Program (ECP) at the University of Memphis in 2001. Redesignating to Human Resources Officer in February 2009, CAPT Moran assumed the Executive Officer duties of Navy Manpower Analysis Center (NAVMAC) in September 2023. Prior to flight training, she served as Assistant Officer-in-Charge of Selection Board Matters at Navy Personnel Command. She was designated a Naval Flight Officer in March 2003 and reported to Patrol Squadron THIRTY (VP-30) in Jacksonville, FL, for initial training in the P-3C Orion.
Her aviation assignments include Patrol Squadron FIVE, Naval Air Station (NAS) Jacksonville, FL where she qualified as Tactical Coordination Officer (TACCO) and Mission Commander and deployed to the 6th and 7th Fleet AORs and Naval Aviation Schools Command (NASC), Pensacola, FL, as the Air Navigation Instructor for Aviation Preflight Indoctrination and the Flight Management Officer.
Human Resources Officer tours include Administrative Department Head and Division Officer and Department Head Leadership Instructor, at the Center for Personnel and Professional Development, Engagement Lead for Outreach/In-Reach at Navy’s Culture of Excellence Office (OPNAV N134), Head, Enlisted Accessions Plans and Force Management Policy at Office of Enlisted Military Plans and Policy (OPNAV N132), Executive Officer at Navy Manpower Analysis Center (NAVMAC), Navy Personnel Command Human Resources Officer Assignments Branch Head (PERS-4421), Executive Assistant for Assistant Chief of Naval Personnel Career Management (PERS-4) and, Special Assistant for Navy Personnel Command.
CAPT Moran earned a Bachelor of Arts in Political Science and a Master of Science in Human Resource Management from Troy University. She completed Air Command and Staff (JPME I) at Air Command and Staff College and Joint and Combined Warfighting School (JPME II) from Joint Force Staff College. She earned the Professional in Human Resource (PHR), Society for Human Resource Management Certified Professional (SHRM-CP), and the Certified Defense Financial Management (CDFM) certifications, as well as the Master Training Specialist (MTS) qualification.
Her awards include the Meritorious Service Medal (2), Navy Commendation Medal (3), the Navy and Marine Corps Achievement Medal (1), and various other personal and unit awards).
