How do I correct my FITREP?

  • BUPERS INSTRUCTION 1610.10C:

15-3. Administrative Changes.

The command or reporting senior originating the report or the member’s current command may request administrative changes to blocks 1-19 and 21-26, and block 44 (FITREP/CHIEFEVAL) or 48 (EVAL). Also see paragraph 15-6 below, which allows the member to make changes to obvious administrative errors. A change to any other block is supplemental material (see paragraph 15-4). Submit all administrative change requests to NAVPERSCOM (PERS-32) in the format of exhibit 15-1. NAVPERSCOM (PERS-32) cannot accept changes or corrections by telephone. An administrative change will not be made solely to reflect a backdated promotion. If the change will place the member in a different Promotion.

Recommendation Summary Group, submit it as supplementary material. Any administrative change letter that does not meet the criteria as discussed in this chapter will be rejected and returned for correction and resubmission.

15-5. Submission of Corrections by Member Reported On.

A member who discovers an obvious technical error in a  FITREP, CHIEFEVAL or EVAL, and is unable to contact the original reporting Senior, may submit an administrative change request directly to NAVPERSCOM (PERS-32). Changes may not affect the Promotion Recommendation Summary Group. If NAVPERSCOM (PERS-32) declines to make the change, the member may submit a statement to the record.

How do I start the resignation process?
PERS-834F, PERS-834F@navy.mil, processes all resignation requests, Interservice Transfer (IST) requests, contingent resignations, and Release from Active Duty resignations.

What is a POCR board?
The Probationary Officer Continuation and Redesignation Board reviews those officers who do not complete initial training, obtain required qualifications, or are unable to complete their initial operational assignment.  The board reviews the eligible participants for redesignation to another community or separation.  Redesignation is dependent upon the needs of the Navy. 
POCR board eligible participants are those that have less than 6 years of commissioned service who fall under the criteria listed above.  For more information please review the instruction using the link, POCR Business Rules.
 
Can I resign/separate before my MSR is complete?
Only on a case-by-case basis, MILPERSMAN 1920-240.

12. Officers Unable to Tender a Resignation Prior to Becoming Eligible for Reassignment
 a. In some instances, due to the notification time limits described above, officers desiring to resign may be prohibited from tendering a resignation prior to becoming eligible for reassignment. This situation may apply to (1) officers serving their period of minimum ACDU service requirement; or (2) officers who are beyond their minimum service requirement (MSR) and have incurred an additional ACDU service obligation through programs such as incentive or special pay and bonuses, transfer to the Regular Navy, or advanced training and education.
 
b. To prevent this situation from occurring, officers may notify NAVPERSCOM (PERS-834F) and their respective detailer (PERS-43X) by official letter of the intent to resign at the expiration of the service obligation. This letter of intent must reach NAVPERSCOM (PERS-834F) no less than 6 months prior to the first day of the month of an officer's PRD. The actual resignation request must then be submitted within the specified timeframes.
 
How do you change your separation dates once you've submitted your resignation - direct to PERS 8?
Once your resignation has been initiated you must work with PERS-834F to change the dates.  Please inform your detailer of the change as that could affect your current command.

 
If I accept orders, will that delay my resignation?
It depends on the set of orders.  Sea duty orders have a minimum of 1 year retainability requirement and shore orders have a 2 year retainability requirement.  If you accept any orders that have an obligation attached, War College, NPS, etc. you will be required to complete the obligated service.

I'd like an endorsement for OLA / Fellowship / PolMil / Olmsted.  What is the process for that?
Contact your detailer as soon as you are interested.  Your detailer will generate an endorsement for you based on your PRD and eligibility for the program.  These programs are very competitive!

 
How do I extend my PRD at my current command?
Contact your detailer for any PRD adjustment requests.  The detailer will provide the PRD adjustment document.  Please fill out the form with the reason for extension and forward to your command for endorsement.  Once complete, send the document to your detailer for routing and approval/disapproval through PERS-43.
 
I have a collocation request, what do I need to do?
Discuss with your detailer early, and have your co-lo request on file!  It applies to Navy; other services will be accommodated when possible.
Spouse co-location assignments are fully supported by CNP and when requested, become the highest priority and main duty preference consistent with the needs of the Navy.
The service member requesting transfer to join with his/her spouse or family member must have a minimum of one year on board his/her present command at time of transfer.  Once spouses are joined in a geographic area, the spouse with the closer PRD will be adjusted to match the further out as much as possible.
Military couples may not be permanently assigned to the same ship or the same shipboard deployable command.  For shore assignments, the couple will not be assigned to the same reporting senior without the gaining CO’s approval.

Why is that billet I found on FLTMPS not available?
FLTMPS is a great tool but has severe limitations.  FLTMPS does not tell you where the billet is distributed (ex. assigned for a SWO fill after AVN).  FLTMPS may show a billet available even though a backfill already has released orders.  FLTMPS may also not reflect if there has been a PRD adjustment approved which pushed the fill date beyond your PRD.  There are various other reasons but those are the most common.  If you see a billet you are interested in pursuing, please let your detailer know the UIC/BSC and give them time to research the information.

 
How many quotas for a different community?
Please contact the Community Manager (OCM) for the community you are interested in applying for in order to determine if there is availability for your timing and year group.

Will they take my year group?
Contact your detailer as they will have specific community guidance for your year group.  You can also review the LAT/TRANSFER NAVADMIN that is released for each board.

What is GEV?  Am I eligible and how do I apply?
The Graduate Education Voucher (GEV) program is an avenue offered byt the Navy to earn your Master’s degree on your own time but paid for by the Navy.  It’s available to those individuals executing shore tour orders from LT to CDR.  The program is very competitive and is based on a limited quota system.  GEV is on a FY cycle and the NAVADMIN is normally released in August for the next FY. 
 
Contact your detailer if you are interested in GEV and they will direct you to the PERS-43 GEV Program Manager.  You will need to submit a request with a command endorsement to the GEV PM for the requested quota.  The process normally takes anywhere from 2-3 weeks for quota approval/disapproval.  If you are approved for a quota you will then contact the Education Manager who will review your education plan and ensure it meets the GEV requirements for the quota.  If you do not receive a quota outright, you will be put on a waiting list for the first available quota.

How do I apply for NPS?  How can I get my APC calculated?
Contact your detailer if you are interested in NPS.  There are aviation specific quotas that will be available to you based on your PRD and course enrollment dates.  Once you and your detailer have decided on NPS as your next set of orders you need to complete the NPS online application via the NPS website.
The application is not binding to NPS so you will not be penalized if you do not ultimately proceed to NPS.
Your Academic Profile Code (APC) calculation will start as soon as the application is submitted.  It normally takes one month for the calculation to be completed and it will automatically be populated into your official record.
 
If I go to NPC hat kind of obligation do I have?  Is it served concurrently?
NPS incurs a 3 year obligation after graduation.  It is served concurrently with any other obligation.
