This site only addresses Recall requests for RPN-funded, “RT” manpower resource coded billets.
PERS-46 serves as the approval authority for a recall to fill a vacant TAR billet.
For RPN funded, “RP” and RR” coded Recall matters, contact PERS-92.
Review BUPERSINST 1001.40D before contacting PERS-46 or submitting a RPN-RT Recall request.
PERS-46 will make every reasonable effort to fill a billet with a TAR Officer before considering a recall.
Recall fill timelines will be based off the incumbents PRD and will not include command-approved terminal leave, Skill Bridge, etc. for outgoing officers.
TAR Vacancy Recalls must be no less than 12 months and no longer than 24 months.
Extension requests past 24 months will not be accepted.
Consecutive back-to-back recall orders for the same billet will not be accepted.
Officers in a 2xFOS (failure of selection) are not eligible for recall orders.
Recall orders must fill an empty TAR Billet Sequence Code (BSC) at the command; 99990 fills are not authorized.
Requests for O6 officer recall opportunities are strictly controlled due to statutory limits for TAR O6 end strength.

Detailed justification for request
If request is denied, PERS-46 will provide a response to the Request POC and PERS-92.
If request is approved, PERS-46 will inform the Request POC and PERS-92.
The Request POC can then work with PERS-92 to submit the application per BUPERSINST 1001.40D, paragraph 12.
PERS-92 is the order issuing authority for all definite recall orders.
