NAVADMIN 226/23 implemented changes to the period of election to enroll/disenroll from the Montgomery GI Bill (MGIB) Program and serves to update policies and procedures. Effective 5 January 2023, eligible active-duty members are no longer automatically enrolled in the MGIB during their first two weeks of initial entry training. Members are now given 270 days to decide whether to enroll or disenroll from the program and must be counseled at least once within 270 days of their initial entry to active duty. After receiving counseling, members can make their election beginning their 180th day of active service through their 270th day.
Members must make their MGIB election by completing the DD Form 2366, MGIB Basic Enrollment, whether enrolling or disenrolling. In an effort to streamline the submission process for the form, members will use the online, self-service DD Form 2366 available in the Navy Standard Integrated Personnel System (NSIPS) per NAVADMIN 054/25. The DD Form 2366 will be certified within NSIPS by a designated command Certifying Official with an electronic signature. Required actions for Certifying Officials can be found here: NSIPS Release 1.4.27.9 Upgrades for Certifying Officials.
Members are strongly encouraged to complete the DD Form 2366 electronically via NSIPS; however, in situations where communications may hinder a successful completion of the form electronically (e.g. connectivity, transient personnel, etc.) commands shall manually complete the DD Form 2366 per instructions below.
This process relies heavily on command involvement in ensuring members are accurately counseled and provided the opportunity to opt out of MGIB enrollment if desired. Members who do NOT opt out (disenroll) will be automatically enrolled and pay reductions will start the month following their 271st day of active duty. CPPAs and/or CCCs from each command should run an MGIB enrollment tracking report in NSIPS (MAIN MENU/STANDARD REPORTS/USE/MGIB ENROLLMENT TRACKING) periodically to assist in identifying personnel that are within 180 – 270 days from their active-duty service date. It is imperative that commands make every effort to ensure members make their election within the prescribed election window to prevent erroneous pay reductions for members opting to disenroll.
