VSI-SSB Involuntary Separation

 
Public Law 102-484 allows members who originally declined and/or were not eligible for MGIB Program to enroll. This includes VEAP, USNA, ROTC scholarship,
and any others with NO other educational assistance program.

 

VSI/SSB Requirements are:

  • On active duty 5 December 1991.
  • Lump sum of $1200.00 needs to be paid prior to separation.
  • Must complete high school or equivalency prior to collecting MGIB Program benefits.
  • All VSI/SSB members MUST either elect or decline enrollment the MGIB Program.
  • Members electing the MGIB Program need to sign a DD Form 2366; add in the "Service Unique Education Assistance Option" block: "I am enrolling in the MGIB Program based on my voluntary separation under VSI/SSB and agree to make a $1200.00 dollar nonrefundable lump-sum payment. I understand that my enrollment in MGIB Program is irrevocable and, if I previously contributed to VEAP, I must apply directly to the Department of Veterans Affairs (DVA) to receive a refund of my VEAP contributions."
  • Member MUST deposit a $1200.00 dollar lump sum payment with Disbursing.
  • If enrolled in VEAP, member must request a refund of VEAP contributions from the DVA.
  • Fax enrollment documents (DD Form 2366, Cash Collection Voucher and DD Form 214 to PERS-604. Fax number: (901) 874-6839 DSN: 882-6839.
  • Members declining enrollment in the MGIB Program must sign in the "Statement of Disenrollment" block of the DD 2366; add in the "Service Unique" block: "Although I understand that I am eligible for enrollment in the MGIB Program because of my voluntary separation under VSI/SSB, I elect not to enroll. I understand that my decision to decline is irrevocable."

Entitlements

Members are entitled to one month of full-time benefits at the 3-year or greater rate for each month served on active duty, up to 36 months; prorated for less than full-time study.

INVOLUNTARY SEPARATION (IVS)

Public Law 101-510 lets members who originally declined and/or were not eligible for MGIB Program to enroll. This includes VEAP, USNA, ROTC scholarship, and any others with NO other educational assistance program.


Requirements

  • On active duty 30 September 1990 or on or after 30 November 1993.
  • Honorably separated with a qualifying SPD code after 3 February 1991 through 30 September 2001.
  • Lump-sum of $1200 needed prior to separation, even if less than 12 months of active duty is completed.
  • Must complete high school or equivalency prior to collecting MGIB Program benefits.
    IVS members MUST either elect to enroll or decline the MGIB Program:
  • Members electing the MGIB Program need to sign a DD Form 2366; add in the "Service Unique Education Assistance Options" block: "I am enrolling in the MGIB Program based on my involuntary separation from the Navy. I must make a $1200.00 dollar nonrefundable lump sum payment and understand that my enrollment in the MGIB Program is irrevocable. If I previously contributed to VEAP, I must apply for a refund directly to the DVA."
  • Direct member to Disbursing to make lump sum payment of $1200.
  • If enrolled in VEAP, member must request a refund of VEAP contributions from the DVA.
  • Fax enrollment documents (DD Form 2366, Cash Collection Voucher and DD Form 214) to PERS-604. Fax number: (901) 874-6839, DSN: 882-6839.
  • Members declining MGIB Program: need to sign either a NAVPERS 1070/613 or sign in the "Statement of Disenrollment" block of the DD Form 2366; add in block 4: "Although I fully understand that I am eligible for enrollment in the MGIB Program because of my involuntary separation, I elect not to enroll. I understand that my decision to decline is irrevocable."

Entitlements

  • Members are entitled to one month of full-time benefits at the 3-year or greater rate for each month served on active duty, up to 36 months; prorated for less than full-time study.
  • Entitlement to MGIB Program benefits is not effective until separation from active duty. The DVA will not pay "in-service" benefits. For members enrolled in VEAP, their benefit eligibility stops the day of separation or when VEAP monies are processed for refund.
     


Note:  Members who received benefits under VEAP or VEGIB and are converting to the MGIB Program, cannot exceed 48 months of total entitlement (maximum amount of benefit months combined under two or more Federally Legislated Education Programs). 

For example:  A member who used 10 months of VEAP or VEGIB will have 36 months of MGIB (10 + 36 does not exceed 48). A member who used 20 months of VEAP or VEGIB will have 28 months of MGIB (20 + 28 = 48). Entitlement to MGIB Program benefits is not effective until separation from active duty. The DVA will not pay "in-service" benefits. For members enrolled in VEAP, their benefit eligibility stops the day of separation or when VEAP monies are processed for refund.
