Eligibility
  • Incurred or aggravated a service-connected disability on or after 16 September 1940, discharged honorably, and entitled to 10% or more disability compensation from the DVA (Title 38, United States Code, Chapter 31).
  • The Department of Veterans Affairs (DVA) evaluates a veteran to overcome an impairment to become independent in daily living and prepare for, or obtain, employment which is consistent with his/her abilities, interests, physical capabilities and aptitudes.
  • Disabled veterans usually receive up to 48 months of full-time training at a college-level institution, trade, business or technical school, OJT, farm co-op, or apprenticeship training.
  • If combined with other federal education programs (e.g., MGIB, MGIB-SR, VEAP, 34/30), cannot exceed a total of 48 months. 
  • DVA will pay for tuition, books, fees, supplies, and equipment. May also pay for special supportive services such as tutorial, lip reading and signing for deaf, prosthetic devices, part of transportation costs if needed, and may provide an advance against future benefits.
  • The veteran will receive an allowance while in training, plus 2 months after completing the program.
  • Delimiting date is generally within 12 years from the date the DVA notifies member of entitlement to compensation. May be deferred or extended if a medical condition or a serious handicap prevented veteran from pursuing training.
