What is the IRR?

The Navy IRR is a force that consists of personnel who must fulfill their MSO under 10 U.S.C., 651 and members fulfilling a service obligation incurred via contract. The IRR is composed of the Active Status Pool (ASP) and the Voluntary Training Unit (VTU).

What is Active Status Pool (ASP)?

The ASP is a manpower pool consisting of individuals who have had training and have previously served in the active force or in the SELRES and are serving in a non-pay, non-drill status.

What is the Voluntary Training Unit (VTU)?

The VTU consists of personnel, organized into units, who are eligible and willing to return to a pay status or personnel not eligible for further pay assignments but who voluntarily drill for retirement points. NRCs under the cognizance of COMNAVRESFORCOM are responsible for the continual screening and management of their attached VTUs.

How do I transfer to ASP status from VTU or SELRES?

Personnel must request transfer to the IRR. Request for transfers to the IRR shall be submitted via the member’s chain of command no earlier than 90 days from the requested transfer date via NSIPS Retirements & Separations with accompanying NAVPERS 1070/613s as required by MILPERMAN 1001-125.

How do I transfer to a pay/drilling status from ASP status?

Personnel desiring transfer from ASP status to a VTU should contact their local Reserve recruiter who will assist in the preparation of a Ready Reserve Agreement (NAVPERS Form 1200/1) and current medical screening.

What are IRR Member Obligations?

IRR members have certain statutory obligations required by 10 U.S.C and DOD regulations as follows:
1. Keep PERS-93 informed of
a. Current mailing address, phone number, and e-mail address.
b. Changes in marital or dependency status.
c. Current civilian employer information required on an annual basis even if no change or
unemployed.
d. Changes in education, licenses, or skills.
e. Changes in physical or medical condition which could affect readiness for recall to Active Duty.
f. Any other changes in status that could affect readiness for recall to Active Duty.
2. Respond to all official correspondence.
3. Participate in the Annual Screening Program outlined in BUPERSINST 1001.39F CH-1 chapter 21, as directed.
4. Maintain Navy physical fitness and medical readiness standards and obtain physicals when required.
5. Maintain military uniforms in serviceable condition.
6. Satisfy minimum participation requirements as outlined in BUPERSINST 1001.39F CH-1 chapter 1 Section 104:
a. Officers with fewer than 20 years of qualifying service, computed as of the date of the screening, must earn at least 27 points, including membership points, each anniversary year to remain in an active status. (See BUPERSINST 1001.39F CH-1 chapters 20 and 21.) There are no minimum participation requirements for enlisted members with fewer than 20 years of qualifying service to remain in an active status. Failure to earn 50 points in an anniversary year will result in a non-qualifying year towards retirement.
b. Officers and enlisted members with 20 years or more of qualifying service, computed as of the date of the screening, must earn at least 50 points, including membership points, each anniversary year per DOD Instruction 1200.15. Note that the standards required to remain in an active status are different from the minimum participation standards for drilling members (see BUPERSINST 1001.39F CH-1 chapter 11).

What is the mustering requirement for the IRR?

Every member of the IRR shall be screened at least annually by completing a NAVPERS 1080/3 Individual Ready Reserve (IRR) Screening and submitting it to Navy Personnel Command PERS-93 as directed on the form. Attend physical muster when directed.

How do we accumulate points while in the IRR?

Points may be accumulated by going on Active Duty for Training (ADT) or Active Duty for Special Work (ADSW), performing pre-approved non-pay drills or Funeral Honors Duty (FHD), and/or completing correspondence courses.

Can I earn points for completing courses while in an Active Duty Status (AT/ADT/ADSW/MOB/etc.)?

No other participation can be earned while on active service. BUPERSINST 1001.39F CH-1 and DODI 1215.07 are specific in stating such. So, please keep in mind while performing active service, do not complete a correspondence course to earn additional points. No points will be credited for courses completed while on active service.

Are enlisted personnel in the IRR Active Status Pool (ASP) eligible for advancement?

No. Enlisted personnel in the ASP are not eligible to take an advancement exam or advance to the next higher paygrade unless mobilized or otherwise recalled to Active Duty. Enlisted personnel in the VTU are eligible to take an advancement exam and advance to the next higher paygrade provided they are satisfactory participants and have not reached HYT.

Are IRR members subject to voluntary or involuntary recall to Active Duty?

Yes. All ASP members are subject to voluntary or involuntary recall to Active Duty per 10 U.S.C., 12301(a) and 12302.

What do I have to do if I still have military service obligation in the Navy Reserves and I would like to join a different branch of service?

Enlisted personnel have to complete a DD Form 368, Request for Conditional Release, and send to PERS-913 via pers-913_dd368@navy.mil.

How do I request for a copy of my NAVPERS 1070/615 or discharge certificate?

IRR personnel who have been discharged should submit a completed SF 180 to askmncc@us.navy.mil within 24 months of discharge. PERS-3 is responsible for generating the documents for discharge over 24 months and requests may be submitted to MILL_OMPF-CHG@navy.mil.

What are the requirements for Space A travel eligibility?

In order to fly Space Available, IRR members who are on the active status list must present a Military ID Card and
DD Form 1853, Authentication of Reserve Status for Travel Eligibility.
