Separation pay is intended to assist members who are returning to civilian life once they are involuntarily separated from active duty service. It is intended to encourage the pursuit of a military career through the assurance that those unable to remain on active duty until eligible for retired or retainer pay, can count on compensation to ease their re-entry into civilian life. Separation pay will be paid to members involuntarily separated from active service and to those not accepted for an additional tour of active duty for which they volunteered.
What documents are required when submitting an ISP request package?
ISP request packages are required for consideration of ISP to include PG 13 outlining requirements for ISP, the last 2 graded evaluations, and advancement profile sheet. This is for verification of members being recommended on last 2 evaluations and/or passing their last advancement exam per the MILPERSMAN 1920-030 paragraph 6.

What is the reference for member needing to pass last advancement exam to be eligible for full involuntary separation pay?

Is OBLISERV required to be eligible for ISP?
As a condition of eligibility for involuntary separation pay (ISP) Sailors must agree to serve for 3 years in the Ready Reserve in addition to any other remaining service obligation.

Can the member affiliate with Selected Reserves to satisfy OBLISERV for ISP?
Affiliation with the SELRES is dependent on the accession plans of the Navy Reserve force. Based on accession plans, the decision to affiliate with the SELRES or the IRR is up to the member and will satisfy the reserve obligation requirement for ISP.

If the member reaches qualification for a reserve retired pay, retainer pay, or disability compensation (from the Department of Veteran Affairs) they will have to pay back ISP received. Click link for more information.
When are OBLISERV requests due to PERS-93?
All reenlistment requests are required to be forwarded to NAVPERSCOM (PERS-93) a minimum of 30 days prior to EOS (earlier for sailors going on terminal leave).
What is the effective date of reenlistment?
Reenlistment contract will be dated for the day following discharge or release from active duty.
What Member/CCC/CPC/Command Representative actions are required to be completed prior to a Sailor’s discharge or release from Active duty?
1. Once the Sailor has been notified of involuntary separation (C-WAY, HYT, etc.), the member/CCC/CPC/Command Representative will verify the member’s eligibility for “full” or “half” ISP via OPNAVINST 1900.4; MILPERSMAN 1920-030, MILPERSMAN 1920-040, MILPERSMAN 1910-050.
If the member is a BCA/Alcohol rehabilitation failure/Parenthood/Medical, is the member entitled to ISP and what documents are needed?
Yes. The member is entitled to half involuntary separation pay if the member has 6 years active duty. Please send the following documents: PG 13 outlining requirements for ISP and 10 day letter from legal or separation orders.
If the member has a reduction in rate, would the member be eligible for ISP?
Yes. If the member reaches the HYT of the rate reduced, then the member is entitled to half separation pay.

What separation code should be used for BCA failures?
Please refer to NAVADMIN 420/10 for the separation code which would end in "CR."
