Targeted Re-Entry Program

 
Sailor 2025, a living and breathing set of approximately 45 initiatives, demonstrates the commitment of the Navy to recruiting and retaining the force of tomorrow. Despite our goal to retain and reward the Navy's best and brightest, some high performing Sailors choose to depart the Navy. To address this concern, the Navy announced the new Targeted Reentry Program (TRP) and associated program guidelines in NAVADMIN 047/18. Traditionally, when Sailors depart Naval service without Reserve affiliation, their career decision is final. If the Sailors decide to re-apply for Naval service later, they must do so through a recruiter. TRP empowers Commanding Officers (COs) to identify and nominate their Sailors for an accelerated return to Active Duty. Through the nomination process, the Sailor will be considered for a "Golden Ticket" or "Silver Ticket." The program is designed to benefit both the Navy and the Sailor through continued service of sustained superior performers in critical designators and ratings who earned specific qualifications and possess valuable skill-sets needed in our Navy.

 
TRP Eligibility
Officers: AC and TAR officers in pay grades O-3 or O-4 who have completed their ACDU service obligation (ADSO), but have not yet reached 14 years of active service are preliminarily eligible.
 
Enlisted: AC or TAR enlisted members in pay grades E-4 to E-6 who have completed their ADSO, have not reached 14 years of active service, and have not reached high-year tenure are preliminarily eligible.  Members must have indicated their intent to separate in all C-WAY applications to be eligible for a TRP quota.

Golden ticket recipients are awarded a guaranteed return to duty in the AC or TAR within 1 year of separation provided they remain fully qualified.
 
Silver ticket recipients may have the opportunity to return to duty in the AC or TAR within 2 years of separation, subject to the needs of the Navy, provided they remain fully qualified.

 
Program Enrollment

Once approved for a golden or silver ticket, the officer or enlisted member must contact the TRP Manager (NAVPERSCOM PERS-9) to enroll in TRP.  Enrollment requires appointment or reenlistment into the IRR upon ACDU separation for the duration of the program;
Of a period of no less than 2 years.
 
While in TRP, participants must maintain accurate recall information and respond in a timely manner to periodic contact from the TRP Manager.
 

Failure to contact the TRP Manager and submit required documents prior to ACDU separation will result in forfeiture of the awarded ticket.
