Background
The Full Power Navy (FPN) Retention Engagement process, outlined in Ops Alert 023-25, is a proactive initiative by Navy Personnel Command (NPC) to engage with Active Duty (AD) and Training and Administration of the Reserve (TAR) enlisted Sailors as they approach key career decision points. These cases are automatically generated for Sailors nearing their Soft Expiration of Active Obligated Service (SEAOS) and consider factors such as Projected Rotation Date (PRD), Years of Service (YOS), and Deployability Category (DCAT). FPN is not applicable to Selected Reserve (SELRES) Sailors.
After engagement by the Command Triad, the Command Career Counselor (CCC) or Command Pay and Personnel Administrator (CPPA) records the Sailor’s intentions in Salesforce, initiating either a reenlistment or separation process.
FPN cases are designed to ensure timely and guided career decisions, transitioning into Retirements/Separations or Reenlistment cases based on command input and Sailor intent. CPPAs must not initiate FPN cases independently, as cases created by CPPAs will be closed without action. For reenlistments, CPPAs hold the case until the contract is signed and supporting documents are uploaded, while separation cases are routed to TSC Naples after review by the FPN Retention Operations Center (ROC).
This process is designed to support structured, responsive career management and enhance overall retention efforts. The goal is not to retain every Sailor, but to ensure commands are aware of who is approaching a key career decision. By engaging earlier in the decision-making process, commands improve the chances of retaining top talent—helping the Navy thrive through experience, readiness, and continuity.
** PROGRAM UPDATES **
PersPay Upgrade: Eleven new fields have been added to the PersPay layout to enhance case visibility and streamline case management. A key addition is the “Command Triad Recommendation” field, which aligns directly with the Retention Engagement workflow. These upgrades allow for more informed assessments of Sailor intent, leading to quicker responses from the FPN Retention Operations Center (ROC) and better focus on those who are genuinely undecided.
Expanded Scope: The eligibility window for FPN cases has expanded to include Sailors with a SEAOS within the next 20 months and a PRD within the next 16 months. This change ensures that all Sailors nearing a critical career decision point are captured—even when SEAOS and PRD do not align.
Launch the Alert Detailer: Sailors who have completed the MyNavy Assignment (MNA) process and remain unassigned are now eligible for “Launch the Alert Detailer” engagements. These cases will be evaluated based on the Sailor’s MNA participation, rating health, career timing, and other relevant factors. FPN is not a substitute for normal MNA participation but should not considered a program intended to hand-pick or renegotiate assignments.
Command Engagement and Mentorship: Strong leadership involvement remains essential. Command Triads and Command Career Counselors (CCCs) will continue to receive notifications for Sailors nearing a career decision point via email, providing regular and consistent updates of Sailors in a decision window.
Case Lifecycle: Every FPN case will ultimately result in reenlistment, separation, or retirement. Once one of these outcomes is achieved, the case will be closed. Refer to the updated FPN Case Routing Guidance for a detailed process map and further instructions for managing eCRM case transitions.
