NSIPS (Navy Standard Integration Personnel System) - Contains your administrative data as well as many of your achieved record items (AQDs, Schools, Qualifications, etc...). This is the primary system feeding your OSR/PSR.

ETJ (Electronic Training Jacket) & JST (Joint Service Transcript) - Summary of all career data including training, education, AQDs/NOBCs, subspecialties, other certifications/qualifications, awards & career history.


RECORD MANAGMENT TIPS

  • Pull your records (OSR/PSR) and review them quarterly. Make sure that all expected updates have occurred and nothing unexpected has occurred.

  • Have a mentor, peer, or the Supply Corps Career Counselor conduct a deep dive record review on your records yearly (and six months prior to any board). 

  • Pull and save a copy of your OSR/PSR before each AC2RC or RC2AC transition. This is CRITICAL and will save you a lot of time and effort if/when items "fall off" your record.

  • Have the current Core Documents (Community Values, Career Progression Chart, Board Precepts, & Board Convening Order) available when conducting or receiving a record review.

Located on BOL. The PSR (Part II & Part III) are a summary of your Officer FITREPs.

When reviewing your PSR consider the following:

  • Regular (& Concurrent Regular) Reports need to be continuous (BUPERSINST 1610.10F, Enclosure (1), Page 4)

  • How does your Individual Average compare to the Reporting Senior's Average? If below, does the FITREP explain why?

  • Do your promotion recommendations trend right? Show sustained superior performance?

  • How do you break out in competition?

FITREP Changes & Supplements (BUPERSINST 1610.10F, Enclosure (2), Chapter 15)

Administrative Change Request (ACR): Correct administrative blocks of FITREP, CHIEFEVAL, or EVAL. Can be submitted by command or reporting senior originating the report, the member, or the member's current command. ACR change may directly affect the PSR.

Supplemental Change: Can be submitted within two years of report end date, in the format of a Letter of Supplement or Supplemental Report. Submitted by Original Reporting Senior (or Command).



OSR (Officer Summary Report)

Located on BOL. OSR (aka PSR, Part I) is a summary of your administrative record, training, education and qualifications.

Reserve Officer Summary Report (OSR) *Under Revision*

  • Education & Subspecialty (SSP)

    • Transcripts - Add degree to your OSR & OMPF

    • ​SSPs - Earned for education or experience. Submit requests through Reserve Supply Career Counselor. (Self-Nomination forms)

  • Service Schools - Specific schools outlined in NOOCs, Vol 2, Appendix C. Request via Email.

  • Awards - Submitted via BOL NDAWS. Only personal decorations will appear on the OSR.

  • Special Qualifications - Section includes NOBCs and AQDs (in that order). If you have 10 or more NOBCs then they will fill the first 10 slots and anything else should be an AQD. Use NSIPS and ETJ to identify which are which.

    • NOBCs - Billet based classifications (i.e. tied to a specific billet). Think Job Description.

    • AQDs - Requirements based qualifications. Each AQD's specific requirements are spelled out in the NOOCs, VOL 1, Part D.

    • Self-Nomination: First review the NOOCs and determine which NOBC/AQD apply to you. Then complete the NOBC/AQD Request, and forward it and all supporting documentation to the Reserve Supply Career Counselor

      • AQDs and NOBCs must be requested in separate requests with no more than 5 AQDs or 5 NOBCs per request.

    • Common Submission Errors:

      • Packages not signed

      • Template instructions (italicized notes in template) are not erased prior to submission

      • Requests for AQDs reference NOBCs (and vice versa)

      • Requests for multiple NOBCs (or AQDs) do not break enclosures into individual items (i.e. list enclosures as "supporting documents")
